为进一步完善强制性产品认证制度，落实产品质量安全主体责任，防范假冒认证标志、虚假认证等违法行为，便利社会公众和监管部门通过强制性产品认证标志（以下称CCC标志）查询获证产品及生产者相关信息，国家认监委决定对充电宝等产品CCC标志式样和加施要求实施试点改革，现将有关事项公告如下。
一、试点产品
强制性产品认证目录内移动电源（充电宝）、电动自行车及安全附件、燃气燃烧器具及安全附件。
二、试点工作事项
（一）试点产品CCC标志式样和管理要求 指定认证机构和获证企业应在执行《强制性产品认证标志管理要求》基础上，在试点产品CCC标志图案的右侧标注追溯二维码，两者紧邻且不可分割，图案应清晰、完整。试点产品CCC标志式样见附件中的图例说明。 追溯二维码应符合《强制性产品认证证书管理要求》中认证证书二维码规则或《标准规格CCC标志追溯编码规则》（认秘函〔2023〕36号）。印刷/模压CCC标志追溯二维码由指定认证机构在签发CCC认证证书时向获证企业提供。标准规格CCC标志追溯二维码由指定认证机构在组织印制标志时加施。 社会公众、监管部门等相关方可通过扫描追溯二维码获取相应获证产品信息，包括认证证书编号、生产者名称、产品规格型号、证书状态、发证机构等。
（二）试点工作安排 2026年3月1日起，试点产品领域新获CCC认证证书的产品，应根据本公告要求标注CCC追溯二维码后，方可出厂、销售、进口或者在其他经营活动中使用。 2027年3月1日起，试点产品领域对应的全部获证产品，应根据本公告要求标注CCC追溯二维码后，方可出厂、销售、进口或者在其他经营活动中使用。 2027年3月1日前已按现行要求加施CCC标志并出厂、销售、进口或者在其他经营活动中使用的试点领域获证产品，不做标志变更要求。
三、有关工作要求 各指定认证机构应进一步加强和完善CCC标志的管理工作，建立满足试点工作要求的认证管理信息化平台，确保CCC标志追溯二维码信息的有效查验。在试点工作期间，各指定认证机构应及时向试点产品获证企业提供追溯二维码电子文件或带有追溯二维码的标准规格CCC标志，指导获证企业正确使用CCC标志；将获证企业CCC标志的使用情况作为证后监督工作中的重点检查内容，了解并掌握获证产品的生产情况，强化对获证产品的风险控制能力，确保试点工作的有效实施。
试点产品获证企业在加施CCC标志时，应严格按照《强制性产品认证证书管理要求》和本公告的要求，建立本单位的标志使用和管理制度，确保二维码信息与获证产品信息的一致，并对标志使用情况进行记录和存档。

Announcement of the Certification and Accreditation Administration of the People's Republic of China on the Pilot Reform of Compulsory Product Certification Marks for Products such as Power Banks

To further improve the compulsory product certification system, implement the primary responsibility for product quality and safety, prevent illegal acts such as counterfeiting of certification marks and fraudulent certification, and facilitate the general public and regulatory authorities to inquire about the relevant information of certified products and manufacturers via the Compulsory Product Certification Mark (hereinafter referred to as the CCC Mark), the Certification and Accreditation Administration of the People's Republic of China (CNCA) has decided to carry out a pilot reform on the design and affixing requirements of the CCC Mark for power banks and other products. Relevant matters are hereby announced as follows:
I. Pilot Products
Mobile power supplies (power banks), electric bicycles and their safety accessories, as well as gas burning appliances and their safety accessories that fall within the scope of the Compulsory Product Certification Catalogue.
II. Pilot Work Arrangements
(1) Design and Management Requirements for the CCC Mark of Pilot Products
Designated certification bodies and certified enterprises shall, on the basis of implementing the Administrative Requirements for Compulsory Product Certification Marks, affix a traceability QR code immediately next to the CCC Mark pattern of pilot products in an inseparable manner, ensuring that the pattern is clear and complete. The design of the CCC Mark for pilot products shall be subject to the diagram specifications provided in the Annex.
The traceability QR code shall comply with the QR code rules for certification certificates specified in the Administrative Requirements for Compulsory Product Certification Certificates or the Traceability Coding Rules for Standard-Specification CCC Marks (Document No. Ren Mi Han〔2023〕36). For printed/molded CCC Marks, the traceability QR code shall be provided by the designated certification body to the certified enterprise when issuing the CCC certification certificate. For standard-specification CCC Marks, the traceability QR code shall be affixed by the designated certification body during the mark printing process.
The general public, regulatory authorities and other relevant parties may scan the traceability QR code to obtain corresponding information about the certified product, including the certification certificate number, manufacturer name, product specification and model, certificate status, and certification body.
(2) Schedule of the Pilot Work
Starting from March 1, 2026, all new products in the pilot product categories that obtain CCC certification certificates shall be affixed with the CCC traceability QR code in accordance with the requirements of this Announcement before they can be manufactured ex-factory, sold, imported or used in other business activities.
Starting from March 1, 2027, all certified products in the pilot product categories shall be affixed with the CCC traceability QR code in accordance with the requirements of this Announcement before they can be manufactured ex-factory, sold, imported or used in other business activities.
For certified products in the pilot categories that have been affixed with the CCC Mark in accordance with current requirements and manufactured ex-factory, sold, imported or used in other business activities before March 1, 2027, there is no requirement to modify the mark.
III. Relevant Work Requirements
All designated certification bodies shall further strengthen and improve the management of CCC Marks, establish certification management information platforms that meet the requirements of the pilot work, and ensure the effective verification of information contained in the traceability QR codes of CCC Marks. During the pilot period, each designated certification body shall timely provide certified enterprises of pilot products with electronic files of traceability QR codes or standard-specification CCC Marks with traceability QR codes, guide certified enterprises to correctly use CCC Marks; take the usage of CCC Marks by certified enterprises as a key inspection item in post-certification supervision, understand and grasp the production status of certified products, strengthen the risk control capability of certified products, and ensure the effective implementation of the pilot work.
Certified enterprises of pilot products shall, when affixing CCC Marks, strictly comply with the Administrative Requirements for Compulsory Product Certification Certificates and the requirements of this Announcement, establish their own internal mark usage and management systems, ensure the consistency between the QR code information and the certified product information, and record and archive the usage of marks.
Annex: Design and Administrative Requirements for the CCC Mark of Pilot Products
