GB/T 26572-2011《电子电气产品中限用物质的限量要求》及其第1号修改单、GB 26572-2025《电器电子产品有害物质限制使用要求》等有关国家标准已发布。依据市场监管总局与工业和信息化部关于发布的《关于调整电器电子产品有害物质限制使用合格评定制度限量要求与检测方法适用标准的公告》（2025 年第44号）中国质量认证中心（以下简称CQC）产品六部已完成CQC21-NV330-2019 《电器电子产品有害物质限制使用认证实施细则》修订工作，涉及业务类别号：330101、330102、330103、330104、330105、330106、330107、330108、330109、330110、330111、330112。现将修订内容及实施要求通知如下：
一、 主要修订内容
1、将认证依据标准调整为：GB/T 26572-2011（含1号修改单）或GB 26572-2025。
2、检测方法标准增加：GB/T 39560.302、GB/T 39560.303、GB/T 39560.8、GB/T 39560.12。
3、调整了获证后监督的内容。
4、删除附录2，调整了附录3（现附录2）证后监督抽样数量表。
二、 实施要求
1、本公告发布之日至2025年12月31日，企业应依据GB/T 26572-2011或GB/T 26572-2011及其第1号修改单或GB 26572-2025开展合格评定活动；2026年1月1日至2027年7月31日，应依据GB/T 26572-2011及其第1号修改单或GB 26572-2025开展合格评定活动；2027年8月1日起，应依据GB 26572-2025开展合格评定活动。
2、2026年1月1日起，已依据GB/T 26572-2011完成合格评定活动且继续出厂、进口的产品，应在2027年1月1日前依据GB/T 26572-2011及其第1号修改单或GB 26572-2025完成合格评定转换；2027年8月1日起，已依据GB/T 26572-2011及其第1号修改单完成合格评定活动且继续出厂、进口的产品，可采取到期换证、产品变更等自然过渡的方式依据GB 26572-2025完成合格评定转换。
3、依据GB/T 26572-2011及其第1号修改单或GB 26572-2025开展电器电子产品有害物质限制使用合格评定活动的检测方法按照GB/T 39560系列标准中相应部分执行。

Subject:Notice on Revising the Implementation Rules for the State - Promoted Restriction of Hazardous Substances in Electrical and Electronic Products Certification (State - Promoted RoHS)

The relevant national standards, including GB/T 26572-2011 Limit Requirements for Restricted Substances in Electrical and Electronic Products and its Amendment No.1, as well as GB 26572-2025 Requirements for Restriction of Hazardous Substances in Electrical and Electronic Products, have been issued. In accordance with the Announcement on Adjusting the Applicable Standards for Limit Requirements and Testing Methods of the Conformity Assessment System for Restriction of Hazardous Substances in Electrical and Electronic Products (No. 44 of 2025) jointly issued by the State Administration for Market Regulation and the Ministry of Industry and Information Technology, the Product Department VI of China Quality Certification Center (hereinafter referred to as CQC) has completed the revision of CQC21-NV330-2019 Implementation Rules for Certification of Restriction of Hazardous Substances in Electrical and Electronic Products, covering the following business category codes: 330101, 330102, 330103, 330104, 330105, 330106, 330107, 330108, 330109, 330110, 330111, 330112. The revised contents and implementation requirements are hereby notified as follows:
I. Main Revised Contents
The certification basis standards are adjusted to: GB/T 26572-2011 (including Amendment No.1) or GB 26572-2025.
The following testing method standards are added: GB/T 39560.302, GB/T 39560.303, GB/T 39560.8, GB/T 39560.12.
The contents of post-certification supervision are adjusted.
Appendix 2 is deleted, and Appendix 3 (now renumbered as Appendix 2) Table of Sampling Quantity for Post-certification Supervision is adjusted.
II. Implementation Requirements
From the date of issuance of this Notice to December 31, 2025, enterprises shall carry out conformity assessment activities in accordance with GB/T 26572-2011, or GB/T 26572-2011 and its Amendment No.1, or GB 26572-2025; from January 1, 2026 to July 31, 2027, conformity assessment activities shall be conducted in accordance with GB/T 26572-2011 and its Amendment No.1 or GB 26572-2025; starting from August 1, 2027, conformity assessment activities shall be carried out in accordance with GB 26572-2025 only.
Starting from January 1, 2026, for products that have completed conformity assessment based on GB/T 26572-2011 and continue to be manufactured ex-factory or imported, enterprises shall complete the conversion of conformity assessment in accordance with GB/T 26572-2011 and its Amendment No.1 or GB 26572-2025 before January 1, 2027; starting from August 1, 2027, for products that have completed conformity assessment based on GB/T 26572-2011 and its Amendment No.1 and continue to be manufactured ex-factory or imported, the conversion of conformity assessment in accordance with GB 26572-2025 may be realized through natural transition methods such as certificate renewal upon expiration or product modification.
The testing methods for conformity assessment activities of restriction of hazardous substances in electrical and electronic products conducted in accordance with GB/T 26572-2011 and its Amendment No.1 or GB 26572-2025 shall comply with the corresponding parts of the GB/T 39560 series standards.
