The China Energy Label (CEL) is a mandatory energy efficiency labelling program for specified products entering the Chinese market. As China is the country with the greatest consumption of energy, CEL acts as one of the pillars in the government’s efforts to improve energy efficiency and environmental stewardship. It promotes consumer awareness of their energy footprint by indicating the energy efficiency grade, energy consumption, and other indices of energy-consuming products. By including a simple 1-5 scale of efficiency class, CEL encourages and empowers customers to easily make conscious energy-saving purchases.
The legal basis of CEL is China's Energy Conservation Law and the Product Quality Law and Regulations on Certification and Accreditation. The responsible authority for CEL labelling and product classification is the China Energy Label Center (CELC) under the administration of the China National Institute of Standardization. Regardless of origin, specified products must have the CEL label and authorization to be imported or sold in China. Currently, there are over 40 categories of products covered under CEL scope, each with accompanying GB Standards.
