NAL

Network Access License (NAL) is mandatory for all telecommunications equipment covered by the NAL product categories announced by the MIIT. The MIIT’s “NAL Certification Centre” is the only authorised certification organisation.

The scope of China NAL approval includes 3 categories of equipment:

● Equipment used for network interconnection (such as: routers, access network equipment, IP gateways and gatekeepers, etc.) 

● Wireless communications equipment (such as: base stations, microwave communications equipment, etc.)    

● Telecommunications terminal equipment (such as: fixed telephones, mobile terminals, fax machines, etc.)

Note that some telecommunication products could be subject to SRRC, CCC, and NAL at the same time. Applicants are advised to secure SRRC approval first and then apply for NAL approval. CCC certification should be done last so as to avoid repeated testing, as some parts of the NAL test results may be used for CCC certification.

Certification Process:

Required Documents:

1.  NAL application form (use MIIT template) signed and stamped by the owner or manufacturer or its authorized person. Overseas manufacturer shall authorize a local representative for the application, with formal POA signed.

2.  Manufacturer business license and Authorized local representative business license, if applicable.

3.  Manufacturer profile including business summary, production facility condition, equipment, quality management system, and after-sales procedure etc.

4.  ISO quality certificate and audit report

5.  Product specification including function, performance, block-diagram, internal/external photos, and user manual

6.  Test report and certificate – must be issued by authorized testing labs and certification bodies

7.  Products falling under SRRC scope should present SRRC type approval certificate

8.  If the product involves new telecom technologies then the system design and test report of the system should be provided.

9.  Certificates and licenses listed above should be provided as one original and one copy
