On Nov 5, 2019, SAMR announced Notice #48 along with the “Catalogue of Measuring Instruments Subject to Compulsory Management” (hereinafter referred to as the “Catalogue”). The Catalogue is an amendment of several existing catalogues including “measuring instruments (type approval part)”, “type examination of imported measuring instruments”, and “working measuring instruments for mandatory verification”.
1. As of the date of this announcement, measuring instruments listed in the Catalogue and with supervision modes of P (type approval) or P + V (type approval + compulsory verification) shall be subject to type approval or type approval of imported measuring instruments. Other measuring instruments or imported measuring instruments are no longer subject to type approval.
After November 1, 2020, in-scope products without type approval certificates shall cease to be manufactured, sold and imported. Failure to do so may result in penalties in accordance with relevant laws and regulations.
2. As of the date of this announcement, the measuring instruments listed in the Catalogue and with the supervision modes of V (compulsory verification) or P + V (type approval + compulsory verification) shall be subject to compulsory verification during use, while for other measuring instruments not subject to compulsory verification, the end user can choose non-compulsory verification or calibration methods to ensure accuracy.
After November 1, 2020, in-scope products without type approval certificates shall cease to be manufactured, sold and imported. Failure to do so may result in penalties in accordance with relevant laws and regulations.
