《市场监管总局 工业和信息化部 公安部国家消防救援局关于加强电动自行车产品准入及行业规范管理的公告》（以下简称公告）2024年第43号于2024年10月1日发布，市场监管总局将GB 42295-2022《电动自行车电气安全要求》及第1号修改单、GB 42296-2022《电动自行车用充电器安全技术要求》及第1号修改单、GB 43854-2024《电动自行车用锂离子蓄电池安全技术规范》3项国家强制性标准及修改单，与GB17761《电动自行车安全技术规范》一同作为电动自行车强制性产品认证依据标准。为了保证《强制性产品认证实施规则 电动自行车》（CNCA-C11-16）有效实施，我中心修订了CQC-C1116-2023《强制性产品认证实施细则 电动自行车》，现将有关要求通知如下：
一、执行修订后实施细则
即日起，认证委托人应按照公告要求结合修订后细则申请认证。
二、新申请认证要求
自2024年11月1日起，对新提出认证委托的电动自行车，应符合认证依据标准的要求，经过认证并标注认证标志后，方可出厂、销售、进口或者在其他经营活动中使用。认证委托人可自愿提前实施。
三、已获认证证书的转换
对于已获得强制性产品认证的电动自行车，在2024年10月31日前符合前述4项强制性国家标准及修改单的要求并完成认证变更。逾期未完成的，暂停认证证书：
1、认证委托人在2024年10月31日前主动提出暂停认证证书的，暂停期可延长至1年。暂停期内完成认证变更的，恢复认证证书有效；暂停期满仍不能完成认证变更的，撤销认证证书。
2、如认证委托人未在2024年10月31日前主动提出暂停认证证书，我中心对认证证书作出暂停处置，暂停期不超过3个月，逾期撤销证书。
自认证证书注销、撤销之日起或者认证证书暂停期间，不符合认证要求的产品，不得继续出厂、销售、进口或者在其他经营活动中使用。
四、电动自行车签约实验室备案要求
各电动自行车相关签约实验室尽快向国家认监委报备所具备3项国家强制性标准及修改单检测能力的情况。
根据相关要求，即日起我中心按修订后细则受理认证委托，企业可以通过CQC网站办理。

Content: Each relevant unit:
Announcement of the State Fire and Rescue Bureau of the Ministry of Public Security of the General Administration of Market Regulation on Strengthening the Access and Industry Standard Management of electric Bicycle Products (hereinafter referred to as Announcement) No. 43, 2024 was issued on October 1, 2024. The General Administration of Market Supervision will GB 42295-2022 "Electric bicycle electrical safety Requirements" and No. 1 amendment order, GB 42296-2022 "Electric bicycle charger safety Technical requirements" and No. 1 amendment order, GB 43854-2024 "Safety Technical Specifications for lithium-ion Batteries for electric Bicycles" 3 national mandatory standards and amendments, together with GB17761 "Safety Technical Specifications for electric bicycles" as mandatory product certification standards for electric bicycles. In order to ensure the effective implementation of the "Mandatory Product Certification Implementation Rules for Electric Bicycles" (CNCA-C11-16), our center has revised the CFC-C1116-2023 "Mandatory Product Certification Implementation Rules for Electric Bicycles", and now the relevant requirements are notified as follows:
1. Implement the revised Rules for Implementation
From now on, the certification client shall apply for certification in accordance with the requirements of the announcement combined with the revised rules.
Second, new application certification requirements
Since November 1, 2024, the newly proposed certification of electric bicycles shall meet the requirements of the certification standards, and after certification and certification marks, they can be factory, sold, imported or used in other business activities. The certification client may voluntarily implement it in advance.
3. Conversion of certified certificates
For electric bicycles that have obtained mandatory product certification, they shall meet the requirements of the above four mandatory national standards and amendment orders and complete the certification changes before October 31, 2024. If the certificate is not completed within the time limit, the certification shall be suspended:
1. If the certification client voluntarily proposes to suspend the certification before October 31, 2024, the suspension period may be extended to 1 year. If the certification change is completed during the suspension period, the certification certificate shall be valid again. If the change of certification cannot be completed after the suspension period expires, the certification certificate shall be revoked.
2. If the certification client does not take the initiative to suspend the certification before October 31, 2024, our center will suspend the certification, the suspension period will not exceed 3 months, and the certificate will be revoked after the deadline.
From the date of cancellation or revocation of the certification certificate or the period of suspension of the certification certificate, products that do not meet the certification requirements may not continue to be delivered, sold, imported or used in other business activities.
Fourth, electric bicycle signing laboratory filing requirements
Each contracting laboratory related to electric bicycles shall report to the CNCA as soon as possible the testing capability of the three national mandatory standards and the modification order.
According to the relevant requirements, from now on, our center will accept the certification commission according to the revised rules, and enterprises can handle it through the CQC website.
