GB/T 4706.1-2024《家用及类似用途电器的的安全 第1部分：通用要求》及GB 4343.1-2024《电磁兼容 家用电器、电动工具和类似器具的要求 第1部分：发射》标准（以下简称“新版标准”）已发布并即将实施（见表1），并将替代GB 4706.1-2005和GB 4343.1-2018（以下简称“旧版标准”）。

表1 标准更新列表

中国质量认证中心（简称CQC）对涉及表1标准的CQC12-461237-2009《家用和类似用途电器用外置电源适配器、充电器和内置开关电源安全与电磁兼容认证规则》进行了修订。现将规则修订及实施有关要求通知如下：

一、 规则主要修订内容

1. GB/T 4706.1-2024替代GB 4706.1-2005；

2. GB 4343.1-2024替代GB 4343.1-2018；

3. §4.2.1依据标准增加注1：电磁兼容试验项目为选做项目，当申请人选择电磁兼容认证时，强制性标准（GB 4343.1-2024、GB 17625.1-2022） 为必选标准，推荐性标准（GB/T4343.2-2020、GB/T 17625.2-2007）为可选标准，可根据需要进行选择测试。

二、 执行新版标准要求：

（一）执行GB/T 4706.1-2024标准要求

1. 自通知之日起至2026年7月31日，认证申请人可自愿选择按照新版标准或者旧版标准申请认证；自2026年8月1日起，我中心将采用新版标准实施认证并出具新版标准认证证书。

2. 对于已按旧版标准获得认证证书的产品，自通知发布之日起认证申请人即可向CQC提交证书换版申请，并接受实验室针对新、旧版标准差异试验项目（见附件）实施的检测，完成按新版标准的产品确认工作，换发新版标准认证证书。旧版标准认证证书转换工作应于2026年8月1日前完成，逾期未完成转换的认证证书，CQC将予以暂停；2026年11月1日前仍未完成证书转换工作的，将撤销旧版标准认证证书。

3. 建议与GB 4343.1-2024标准同时换版。

（二）执行GB 4343.1-2024标准要求

1. 自通知之日起至2026年5月31日，认证申请人可自愿选择按照新版标准或者旧版标准申请认证；自2026年6月1日起，我中心将采用新版标准实施认证并出具新版标准认证证书。

2. 对于已按旧版标准获得认证证书的产品，自通知发布之日起认证申请人即可向CQC提交证书换版申请，完成按新版标准的产品确认工作，换发新版标准认证证书。旧版标准认证证书转换工作应于2026年6月1日前完成，逾期未完成转换的认证证书，CQC将予以暂停；2026年9月1日前仍未完成证书转换工作的，将撤销旧版标准认证证书。

3. 建议与GB/T 4706.1-2024标准同时换版。

三、 检测能力报送要求

各相关实验室应尽快向我中心报备所具备新标准检测能力的情况，并应及时将通过新版标准实验室资质认定和认可的情况备案。

CQC产品认证二部已经开始使用更新后的认证规则受理该产品的认证申请，企业可以通过CQC网站提交认证申请，具体事宜请与我们联系。

subject: Notice on the implementation of the new Standard for external power adapters, chargers and internal switching power supplies for household and similar electrical appliances

Content: Each relevant certification enterprise:

GB/T 4706.1-2024 "Safety of household and similar electrical appliances - Part 1: General requirements" and GB 4343.1-2024 "Requirements for electromagnetic compatible household appliances, power tools and similar appliances - Part 1: The Launch Standard (hereinafter referred to as the "New Standard") has been published and will soon be implemented (see Table 1) and will replace GB 4706.1-2005 and GB 4343.1-2018 (hereinafter referred to as the "Old Standard").

The China Quality Certification Center (CQC) has revised the CQC12-461237-2009 "Certification Rules for Safety and Electromagnetic Compatibility of External Power Adapters, Chargers and Built-in Switching Power Supplies for Household and Similar Electrical Appliances" related to Table 1 standards. The requirements for the amendment and implementation of the Rules are hereby notified as follows:

First, the main revision of the rules

1. GB/T 4706.1-2024 replaces GB 4706.1-2005;

2. GB 4343.1-2024 replaces GB 4343.1-2018;

3. §4.2.1 Add Note 1 according to the standard: The electromagnetic compatibility test project is an optional project. When the applicant chooses the electromagnetic compatibility certification, the mandatory standard (GB 4343.1-2024, GB 17625.1-2022) is the mandatory standard, and the recommended standard (GB/ T43343.2-2020, GB/T 17625.2-2007) is the optional standard. Selective testing can be performed as required.

Second, the implementation of the new standard requirements:

(1) Implement GB/T 4706.1-2024 standard requirements

1. From the date of notification to July 31, 2026, the certification applicant can voluntarily choose to apply for certification in accordance with the new standard or the old standard; Since August 1, 2026, our center will adopt the new standard certification and issue the new standard certification certificate.

2. For products that have been certified according to the old version of the standard, the certification applicant can submit the application for certificate replacement to CQC from the date of the notice, and accept the laboratory's testing for the difference test project between the new and old versions of the standard (see annex), complete the product confirmation according to the new version of the standard, and replace the new version of the standard certification. The conversion of the old standard certificate shall be completed before August 1, 2026, and the CQC will suspend the conversion of the certificate if the conversion is not completed within the time limit. If the certificate conversion work is not completed before November 1, 2026, the old standard certification certificate will be revoked.

3. It is recommended to change the version at the same time as GB 4343.1-2024 standard.

(2) Implement the requirements of GB 4343.1-2024 standard

1. From the date of notification to May 31, 2026, the certification applicant can voluntarily choose to apply for certification in accordance with the new standard or the old standard; Since June 1, 2026, our center will adopt the new standard certification and issue the new standard certification certificate.

2. For the products that have obtained the certification certificate according to the old standard, the certification applicant can submit the application for certificate replacement to CQC from the date of the notice, complete the product confirmation according to the new standard, and issue the new standard certification. The conversion of the old standard certificate should be completed before June 1, 2026, and the CQC will suspend the conversion of the certificate if it is not completed within the time limit. If the certificate conversion work is not completed before September 1, 2026, the old standard certification certificate will be revoked.

3. It is recommended to change the version at the same time as GB/T 4706.1-2024 standard.

3. Reporting requirements for testing capabilities

All relevant laboratories should report to our Center as soon as possible the situation of having the new standard testing ability, and should promptly put on record the situation of passing the new standard laboratory qualification recognition and recognition.
