根据有关标准制修订情况和《产品质量监督抽查管理暂行办法》（市场监管总局令第18号）等要求，市场监管总局组织编制电动自行车、电动自行车电池2种产品质量监督抽查实施细则（附后），现予以发布。各地市场监管部门在开展监督抽查时可直接采用。以往发布的同种产品国家监督抽查实施细则同时废止。

Announcement of implementation rules for supervision of random inspection
Content: According to the revision of relevant standards and the Interim Measures for the Administration of Product Quality Supervision and Random Inspection (Order No. 18 of the General Administration of Market Supervision) and other requirements, the General Administration of Market Supervision has organized the preparation of the implementation rules for the quality supervision and random inspection of electric bicycles and electric bicycle batteries (attached), which are hereby issued. Local market supervision departments can directly adopt it when carrying out supervisory spot checks. The previously issued rules for the implementation of state supervision and random inspection of the same products shall be abolished at the same time.
