2023 年 8 月 8  日为深入贯彻党的二十大精神，落实《国务院办公厅  关于加快推进电子证照扩大应用领域和全国互通互认的意见》（国办发〔2022〕3 号） 关于拓展认证领域电子证照应用的要求，充分发挥市场在资源配置中的决定性作用，

现将完善强制性产品认证（CCC 认证）证书和标志管理有关措施和要求公告如下。

一、CCC 认证全面施行电子认证证书；认证委托人有需要的，认证机构额外颁发 纸质认证证书。已颁发的有效纸质认证证书可继续使用，通过变更、到期换证等方式 自然过渡到电子认证证书。纸质认证证书与电子认证证书具有同等法律效力。

二、CCC 认证证书和标志的制作、使用应符合《强制性产品认证证书管理要求》 《强制性产品认证标志管理要求》。本公告自 2024 年 1 月 1  日起施行。国家认监委 2018 年第 10 号公告发布的《强 制性产品认证标志加施管理要求》同时废止。

Content: On August 8, 2023, in order to fully implement the spirit of the Party's  twenty-tenth  Party,  implement  the  "Opinions  of  The  General  Office  of  the  State  Council  on  Accelerating   the   expansion  of  the  application  field  of  electronic  Certificates and National Mutual recognition" (State Office of Development (2022) No. 3) on the requirements for expanding the application of electronic certificates in the  field of certification, and give full play to the decisive role of the market in resource  allocation,  Will   improve  the   mandatory  product  certification   (CCC  certification)  certificate  and  mark  management  measures  and  requirements  announced  as  follows.

First, CCC certification full implementation of electronic certification certificate; If the certification  client  needs  it,  the  certification  body  will  issue  an  additional  paper certification certificate. The valid paper certificate issued can continue to be used, and the  natural  transition  to  the  electronic  certificate  can  be  changed,  and  the expiration of the certificate can be replaced. The paper certificate and the electronic certificate have the same legal effect.

Second, the production and use of CCC certification and logo should comply with the "Mandatory   Product    certification   certificate    Management    requirements"    and "Mandatory product certification mark management Requirements".

This announcement shall take effect as of January 1, 2024. The "Mandatory Product Certification  mark  Application  Management  Requirements"  issued  by  the  CNCA Announcement No. 10 in 2018 shall be repealed at the same time.
