2023年7月3日, CQC依据《市场监管总局关于对锂离子电池等产品实施强制性产品认证管理的公告》（2023年第10号），自2023年8月1日起，指定认证机构正式实施新纳入产品的CCC认证，按照强制性产品认证实施规则和附件中列明的适用标准开展认证工作。在认证风险可控、保证认证质量的前提下，积极采信已有合格评定结果，减轻企业负担，便利企业获证。
根据国家认监委2023年第10号公告，CNCA-C09-01：2023《强制性产品认证实施规则 电子产品及安全附件》（以下简称“新版规则”）已于2023年6月28日发布，代替CNCA-C08-01：2014《强制性产品认证实施规则 音视频设备》、CNCA-C09-01：2014《强制性产品认证实施规则 信息技术设备》及CNCA-C16-01：2014《强制性产品认证实施规则 电信终端设备》（以下简称“旧版规则”）。
为保障电子产品及安全附件强制性产品认证工作有序开展，CQC修订并发布CQC-C0901-2023 《强制性产品认证实施细则 电子产品及安全附件》（见附件1，以下简称“新版细则”），代替CQC-C0801-2016《强制性产品认证实施细则 音视频设备》、CQC-C0901-2016 《强制性产品认证实施细则 信息技术设备》及CQC-C1601-2016《强制性产品认证实施细则 电信终端设备》，主要修订内容见附件2。
相关实施要求通知如下：
一、 新版细则自2023年8月1日起开始实施。对已按旧版规则颁发的有效CCC认证证书可继续使用，后期可采取到期换证、标准换版、产品变更等方式自然转换至新版实施规则认证证书。
二、 CQC自2023年8月1日起，对《市场监管总局关于对锂离子电池等产品实施强制性产品认证管理的公告》（2023年第10号）中新纳入CCC目录的产品正式实施CCC认证，对于已有合格评定结果的采信要求见附件3。

Content: On 3rd July 2023, According to the Announcement of the General Administration of Market Supervision on the implementation of Mandatory Product Certification Management for lithium-ion batteries and other products (No. 10 of 2023), since August 1, 2023, the designated certification body has formally implemented the CCC certification of newly included products, and carried out certification work in accordance with the mandatory product certification implementation rules and applicable standards listed in the annex. Under the premise that the certification risk is controllable and the quality of certification is guaranteed, the existing conformity assessment results are actively adopted to reduce the burden on enterprises and facilitate enterprises to obtain certification.
According to CNCA-C09-01:23 Announcement No. 10 of 2023, CNCA-C09-01:23 "Electronic Products and Safety Annex" (hereinafter referred to as the "New Rules") has been issued on June 28, 2023, replacing CNCA-C08-01: 2014 "Mandatory Product Certification Implementation Rules Audio and Video Equipment", CNCA-C09-01:2014 "Mandatory Product Certification Implementation Rules Information technology Equipment" and CNCA-C16-01:2014 "Mandatory Product Certification Implementation Rules Telecommunications terminal Equipment" (hereinafter referred to as the "old Rules").
In order to ensure the orderly implementation of mandatory product certification for electronic products and safety accessories, CQC revised and issued the CFC-C0901-2023 Implementation Rules for Mandatory Product Certification Electronic Products and Safety Accessories (see Annex 1, hereinafter referred to as the "New Rules"). Instead of CFC-C0801-2016 "Mandatory Product Certification Implementation Rules for audio and video equipment", CFC-C0901-2016 "Mandatory Product Certification Implementation Rules for Information technology equipment" and CFC-C1601-2016 "Mandatory Product Certification Implementation Rules for Telecommunications terminal equipment", the main revisions are shown in Annex 2.
Notice of relevant implementation requirements is as follows:
The new rules shall come into force on August 1, 2023. The valid CCC certification that has been issued according to the old version of the rules can continue to be used, and the certificate can be naturally converted to the new version of the implementation rules in the later stage by means of renewal, standard version change, and product change.
Since August 1, 2023, CQC has officially implemented CCC certification for the newly included products in the CCC catalogue of the "Announcement of the General Administration of Market Supervision on the implementation of Mandatory Product certification Management of lithium-ion batteries and other products" (No. 10 of 2023). For the acceptance requirements of the existing conformity assessment results, see Annex 3.
