India: BIS issues Implementation Guidelines for Testing/Verification of Sealed Secondary Lithium Cells and Batteries

In continuation of the recent order issued by the Ministry of Electronics and Information Technology (MeitY) regarding verification of the rated/declared capacity of Secondary Li-ion Cells and Batteries, the following implementation framework has been issued for compliance.


1. Applicability

These guidelines apply to all portable Sealed Secondary Lithium-Ion Cells and Batteries covered under IS 16046 (Part 2).

Rated capacity verification shall be conducted as per Clause 7.3.1 of IS 16047 (Part 3):2018 - Discharge performance at 20°C.


2. Compliance Requirements for Existing Licensees

Licensees holding valid registration up to and beyond 30 April 2027 must ensure compliance:

  • On or before 30 April 2027, or

  • Before the expiry date of the licence, whichever is earlier.

Post-Testing Submission Requirements

Upon completion of testing, licensees must submit:

  • Test reports issued by a BIS-recognised third-party laboratory.

  • A declaration/undertaking stating that the remaining models too comply with clause 7.3.1 of IS 16047 (Part 3) requirements.

Sample Requirement for Additional Testing

  • 23 Cells

  • 3 Batteries

Failure to complete the above actions within the prescribed timeline may result in the Bureau of Indian Standards (BIS):

  • Suspension of licence.

  • Cancellation of the licence.

  • Removal of specific models from the licence scope.


3. Requirements for New Applicants

In the following situations:

  • Battery testing is in process, or

  • The laboratory has issued the test report, or

  • The battery application has already been submitted to BIS

The application may proceed, provided that a declaration letter is submitted stating that the rated capacity test report will be furnished before the licence expires.

Important Note

After 30 April 2027, no new licence under IS 16046 (Part 2) shall be granted unless the laboratory test report includes the rated capacity verification as per Clause 7.3.1 of IS 16047 (Part 3).


4. Effective Date

These guidelines come into effect immediately.


5. Advisory to Manufacturers

Manufacturers must complete the required compliance within the stipulated timeline. Non-compliance may invite action by BIS, including:

  • Removal of models from the licence scope.

  • Suspension or cancellation of the licence.
