根据认监委自愿认证备案要求，中国质量认证中心（以下简称CQC）产品认证六部根据标准变更内容，已完成CQC21-020304-2011《有害物质限制使用(RoHS)认证规则》修订工作，涉及业务类别号：130101、130102、130103。现将修订内容及实施要求通知如下：
一、 主要修订内容
1、调整认证模式为：产品检测 + 初始工厂检查 + 获证后监督；
2、规则名称变更为“有害物质限制使用（RoHS）认证规则”；
3、依据标准GB/T 26572-2011(含一号修改单)修改为GB 26572-2025；
4、增加初始工厂检查及获证监督的内容，增加附件1，工厂质量保证能力要求。
二、 实施要求
1、自2026年02月01日起，应采用新版规则实施认证并出具国际标准报告。
2、 对于已按旧版规则获证的产品，认证证书（3年期证书）持有人可向CQC提交变更申请，CQC根据企业获证情况更新国际标准报告，经合格评定后换发证书。
3、 一年期证书自然过渡即可。

In accordance with the requirements of the Certification and Accreditation Administration of the People's Republic of China for the filing of voluntary certification, the No. 6 Product Certification Department of China Quality Certification Center (hereinafter referred to as CQC) has completed the revision of CQC21-020304-2011 Certification Rule for Restriction of Hazardous Substances (RoHS), in light of the standard updates. The rule covers the business category codes: 130101, 130102 and 130103. Relevant revision details and implementation requirements are hereby notified as follows:
I. Major Revision Contents
The certification mode has been adjusted to: Product Testing + Initial Factory Inspection + Post-certification Supervision.
The title of the rule has been revised to Certification Rule for Restriction of Hazardous Substances (RoHS).
The referenced standard has been updated from GB/T 26572-2011 (including Amendment 1) to GB 26572-2025.
Content related to initial factory inspection and post-certification supervision has been added, along with Annex 1: Requirements for Factory Quality Assurance Capability.
II. Implementation Requirements
As of February 1, 2026, the revised rule shall be adopted for certification activities, and international standard reports shall be issued accordingly.
For products already certified under the old version of the rule, holders of 3-year validity certificates may submit an application for modification to CQC. CQC will update the international standard reports based on the enterprises' certification status and reissue certificates upon passing the conformity assessment.
1-year validity certificates may be transitioned naturally without additional procedures.
