依据国家认监委2025年第15号公告（国家认监委关于发布《强制性产品认证实施规则 移动电源、锂离子电池和电池组（试行）》的公告）（以下简称认监委第15号公告），《强制性产品认证实施规则 移动电源、锂离子电池和电池组（试行）》（CNCA-C09-02:2025）（以下简称新版规则）已于2025年7月28日发布，新版规则自2025年8月15日起实施。《强制性产品认证实施规则 电子产品及安全附件》（CNCA-C09-01：2023）不再适用移动电源、锂离子电池和电池组。
为此，中国质量认证中心（以下简称CQC）依据认监委第15号公告、新版规则和强制性产品认证通用实施规则要求，制定了CQC-C0902-2025《强制性产品认证实施细则 移动电源、锂离子电池和电池组(试行）》，现将细则制定及相关实施要求通知如下：
一、 CQC-C0902-2025《强制性产品认证实施细则 移动电源、锂离子电池和电池组（试行）》与原CQC-C0901-2023《强制性产品认证实施细则 电子产品及安全附件》针对移动电源、锂离子电池和电池组产品认证要求的主要差异：
1. 增加对生产企业关键工序的明确要求；
2. 调整认证模式为：型式试验+初始工厂检查+获证后监督；
3. 调整OEM和ODM的派生要求；
4. 修改生产企业分类原则；
5. 型式试验样品由原有的企业送样调整为由CQC或实验室从生产现场抽样；
6. 要求企业及相关机构在抽样与测试环节必须同步进行完整视频记录，型式试验完成后，实验室应对试验后样品进行妥善保存备查；
7. 删除“利用生产企业自有检测资源”；
8. 修改获证后监督的频次和内容；
9. 增加生产现场抽样检测；
10. 调整关键元器件和材料清单。
二、 执行新版实施细则的要求
自2025年8月15日之日起，《强制性产品认证实施细则 电子产品及安全附件》（CQC-C0901-2023）不再适用移动电源、锂离子电池和电池组。认证委托人可按照新版实施细则《强制性产品认证实施细则 移动电源、锂离子电池和电池组（试行）》（CQC-C0902-2025）申请认证，CQC将按照新版细则实施认证并颁发认证证书。
三、 已获认证证书的转换
此前已经颁发的旧版规则/细则且有效的强制性产品认证证书可继续使用，认证证书转换工作采取到期换证、产品变更、标准换版等自然过渡的方式完成。

In accordance with Announcement No. 15 of 2025 of the Certification and Accreditation Administration of the People's Republic of China (CNCA) (Announcement of CNCA on Issuing the "Implementation Rules for Compulsory Product Certification - Power Banks, Lithium-ion Batteries and Battery Packs (Trial)") (hereinafter referred to as CNCA Announcement No. 15), the "Implementation Rules for Compulsory Product Certification - Power Banks, Lithium-ion Batteries and Battery Packs (Trial)" (CNCA-C09-02:2025) (hereinafter referred to as the "New Rules") was issued on July 28, 2025 and shall come into force on August 15, 2025. The "Implementation Rules for Compulsory Product Certification - Electronic Products and Safety Accessories" (CNCA-C09-01:2023) shall no longer apply to power banks, lithium-ion batteries and battery packs.
In this regard, China Quality Certification Center (hereinafter referred to as CQC), in accordance with the requirements of CNCA Announcement No. 15, the New Rules and the General Implementation Rules for Compulsory Product Certification, has formulated CQC-C0902-2025 "Implementation Guidelines for Compulsory Product Certification - Power Banks, Lithium-ion Batteries and Battery Packs (Trial)". The relevant requirements for the formulation of the guidelines and their implementation are hereby notified as follows:
I. Main differences between CQC-C0902-2025 "Implementation Guidelines for Compulsory Product Certification - Power Banks, Lithium-ion Batteries and Battery Packs (Trial)" and the original CQC-C0901-2023 "Implementation Guidelines for Compulsory Product Certification - Electronic Products and Safety Accessories" regarding the certification requirements for power banks, lithium-ion batteries and battery packs:
1. Adding clear requirements for key processes of manufacturers;
2. Adjusting the certification mode to: type test + initial factory inspection + post-certification supervision;
3. Adjusting the derivation requirements for OEM and ODM;
4. Revising the classification principles for manufacturers;
5. Changing the type test samples from being submitted by enterprises to being sampled by CQC or laboratories from the production site;
6. Requiring enterprises and relevant institutions to conduct complete video recording simultaneously during sampling and testing, and laboratories shall properly preserve the samples after the type test for future reference;
7. Removing the provision of "utilizing the enterprise's own testing resources";
8. Revising the frequency and content of post-certification supervision;
9. Adding on-site sampling and testing at the production site;
10. Adjusting the list of key components and materials.
II. Requirements for implementing the new version of the implementation guidelines
As of August 15, 2025, the "Implementation Guidelines for Compulsory Product Certification - Electronic Products and Safety Accessories" (CQC-C0901-2023) shall no longer apply to power banks, lithium-ion batteries and battery packs. Certification applicants may apply for certification in accordance with the new version of the implementation guidelines "Implementation Guidelines for Compulsory Product Certification - Power Banks, Lithium-ion Batteries and Battery Packs (Trial)" (CQC-C0902-2025), and CQC shall carry out certification and issue certification certificates in accordance with the new version of the guidelines.
III. Conversion of existing certification certificates
The valid compulsory product certification certificates issued previously in accordance with the old rules/guidelines may continue to be used. The conversion of certification certificates shall be completed through natural transition methods such as certificate renewal upon expiration, product change, and standard revision.
