YD/T 2583.18-2024《蜂窝式移动通信设备电磁兼容性能要求和测量方法 第18部分：5G用户设备和辅助设备》（以下简称“新版标准”），已于2024年7月5日发布，将于2024年10月1日起实施，替代YD/T 2583.18-2019（以下简称“旧版标准”）。
为保证强制性产品认证制度的有效实施，中国质量认证中心（英文缩写CQC）依据国家认监委TC 10电磁兼容技术专家组《关于YD/T 583.18-2024标准换版认证实施方式的技术决议》（附件），现将执行新版标准的有关要求明确如下：
一、 自2024年10月1日起，我中心将采用新版标准受理申请并出具相关标准认证证书。
二、 对车载的5G用户设备，旧版标准认证证书持有人应及时向我机构提交标准换版申请，并于标准实施日期后、第一次跟踪检查结束前，完成按新版标准的产品确认和证书换发工作，所有旧版标准认证证书转换工作最迟应于2025年9月30日前完成；逾期未完成的，我中心将暂停旧版标准认证证书；2025年12月30日仍未完成转换的认证证书，我中心将撤销旧版标准认证证书。
三、 对除车载的5G用户设备以外的其他已发证书，采取结合产品变更、认证证书到期换证等自然过渡的方式对证书的检测标准进行转换，获证后监督依据有效认证证书列明的标准版本实施。
四、 标准差异见《关于 YD/T 2583.18-2024 标准换版认证实施方式的技术决议》（附件）。
五、 2024年10月1日前已经出厂、投放市场并且不再生产的获证产品，无需进行证书转换。
六、 本公告中对电子产品及安全附件实施强制性认证执行新版标准的要求，并不免除相关产品应符合《中华人民共和国标准化法》相关规定的责任。
七、 各相关指定实验室应尽快向国家认监委认证监管部和我中心上报所具备新版标准检测能力的情况，并应及时将通过新版标准实验室资质认定和认可的情况上报备案。

Second, for the on-board 5G user equipment, the holder of the old standard certification certificate should submit the application for standard replacement to our organization in a timely manner, and complete the product confirmation and certificate replacement according to the new standard after the implementation date of the standard and before the end of the first tracking inspection, and all the conversion work of the old standard certification certificate should be completed by September 30, 2025 at the latest; Overdue completion, our center will suspend the old version of the standard certification; If the conversion certificate is not completed on December 30, 2025, our center will revoke the old standard certificate.
Third, for other issued certificates other than the on-board 5G user equipment, the detection standard of the certificate is converted by natural transition methods such as product changes and certificate renewal when the certificate expires, and the supervision is implemented according to the standard version listed in the valid certificate after the certificate is certified.

5. Certificate conversion is not required for certified products that have been manufactured, placed on the market and are no longer in production before October 1, 2024.
This announcement of the implementation of mandatory certification of electronic products and safety accessories to implement the requirements of the new standard does not exempt the relevant products from the responsibility of complying with the relevant provisions of the Standardization Law of the People's Republic of China.
The relevant designated laboratories should report to the Certification and supervision Department of the CNCA and the Center as soon as possible the situation of having the new version of the standard testing ability, and should timely report the situation of passing the new version of the standard laboratory qualification recognition and recognition for the record.
