The Vietnam authorities have new internal regulation about voluntary TAC.
Now, only the devices have both technical specification and HS Code listed in QCVN can be issue voluntary TAC.
For device with the function match QCVN, you can devide the HS Code in the following group
HS Code is in both 02/2024/TT-BTTTT and QCVN xxx: Mandatory TAC with QCVN xxxx
HS Code is in QCVN xxx but not in 02/2024/TT-BTTTT : voluntary TAC with QCVN xxxx
3.HS Code is not in either 02/2024/TT-BTTTT or QCVNxxx: is exempted from both mandatory and voluntary TAC.
