国家发展改革委 市场监管总局关于印发《中华人民共和国实行能源效率标识的产品目录（第十六批）》及相关实施规则的通知

各省、自治区、直辖市及计划单列市、新疆生产建设兵团发展改革委、市场监管局（厅、委），江苏省工业和信息化厅，山西省能源局：
根据《能源效率标识管理办法》（国家发展改革委、原质检总局2016年第35号令）规定，国家发展改革委、市场监管总局组织制修订了《中华人民共和国实行能源效率标识的产品目录（第十六批）》及相关实施规则，现印发给你们，请认真贯彻执行。
《电焊机能源效率标识实施规则》《普通照明用LED平板灯能源效率标识实施规则》《商用电磁灶能源效率标识实施规则》自2024年6月1日起实施，有效期5年。2024年6月1日前出厂或进口的产品，可延迟至2026年6月1日按实施规则加施能效标识。
《交流接触器能源效率标识实施规则》（修订）自2024年1月1日起实施，有效期5年。2024年1月1日前出厂或进口的产品，可延迟至2026年1月1日按修订后的实施规则加施能效标识。
《显示器能源效率标识实施规则》（修订）自2024年6月1日起实施，有效期5年。2024年6月1日前出厂或进口的产品，可延迟至2026年6月1日按修订后的实施规则加施能效标识。
国家发展改革委、原质检总局、原国家认监委2016年第14号公告中《交流接触器能源效率标识实施规则》《计算机显示器能源效率标识实施规则》同时废止。

Provinces, autonomous regions, municipalities directly under the Central Government and separately listed cities, Xinjiang Production and Construction Corps Development and Reform Commission, Market Supervision Bureau (Office, Committee), Jiangsu Province Industry and Information Technology Department, Shanxi Province Energy Bureau:
According to the "Measures for the Administration of Energy Efficiency Labeling" (Order No. 35 of the National Development and Reform Commission and the former General Administration of Quality Supervision and Quarantine in 2016), the National Development and Reform Commission and the General Administration of Market Supervision have organized and revised the "Product Catalog of the People's Republic of China Implementing Energy Efficiency Labeling (16th Batch)" and the relevant implementation rules, which are hereby issued to you, please implement them carefully.
The Implementation Rules for Energy Efficiency Labeling of Welding Machines, the Implementation Rules for Energy Efficiency Labeling of LED flat Panel Lights for General Lighting, and the Implementation Rules for Energy Efficiency Labeling of Commercial electromagnetic cookstoves, will be implemented as of June 1, 2024, and will be valid for 5 years. Products manufactured or imported before June 1, 2024, may be delayed until June 1, 2026 in accordance with the implementation rules.
The "AC Contactor Energy Efficiency Labeling Implementation Rules" (revised) will be implemented as of January 1, 2024, and will be valid for 5 years. For products manufactured or imported before January 1, 2024, the application of energy efficiency labelling in accordance with the revised implementation rules may be delayed until January 1, 2026.
The Implementation Rules for Display Energy Efficiency Labeling (revised) will come into force on June 1, 2024 and will be valid for five years. Products manufactured or imported before 1 June 2024 May be delayed until 1 June 2026 to apply the energy efficiency label in accordance with the revised implementation rules.
The National Development and Reform Commission, the former General Administration of Quality Supervision, Inspection and Quarantine, and the former National Accreditation Administration in 2016 announcement No. 14 "AC contactor Energy efficiency labeling implementation Rules" and "Computer monitor energy efficiency labeling implementation Rules" are repealed at the same time.
