为深入贯彻党的二十大精神，落实《国务院办公厅关于深化电子电器行业管理制度改革的意见》（国办发〔2022〕31号）有关要求，为电信设备生产企业（以下称生产企业）产品上市创造便利条件，工业和信息化部决定启用和推广新型进网许可标志，逐步替代原纸质标志。有关事项通告如下：
一、标志样式
新型进网许可标志由许可标识、设备型号、数字编码等要素组成（规格样式详见附件）。
二、申请途径
生产企业通过以下途径申请使用新型进网许可标志：
（一）对于新申请进网许可的电信设备，生产企业需在进网许可申请材料“产品介绍”中，说明新型进网许可标志的设计使用方案。经工业和信息化部依法审查通过、准予进网许可的，即可使用新型进网许可标志。
（二）对于已获得进网许可的电信设备，生产企业向工业和信息化部（电信设备认证中心）提交新型进网许可标志的设计使用方案；工业和信息化部（电信设备认证中心）收到方案后3个工作日内完成必要的审核，并通知企业使用新型进网许可标志。
三、加施方式
生产企业可以根据产品特点，采取以下一种或多种方式加施新型进网许可标志：
（一）电子显示。在电信设备操作系统或管理软件中设置、呈现新型进网许可标志。
（二）实物印制。在电信设备产品的外体、铭牌或包装等相关位置上，采取印刷、喷绘、模制或蚀刻等方式，印制新型进网许可标志。
（三）标签粘附。在电信设备产品的外体、铭牌或包装等相关位置上，粘贴、附加印制了新型进网许可标志的标签。
（四）符合规定的其他情形。
四、使用要求
（一）生产企业加施新型进网许可标志，应当保证呈现效果清晰易识、协调美观，可以根据需要选用彩色或黑白样式，可以按照规定样式成比例放大或者缩小，但不得变形。
（二）为便于公众识别，电信终端设备采用电子显示方式加施新型进网许可标志的，生产企业应当在其产品最小包装上加施新型进网许可标志，或印制“本产品已获进网许可”中文字样。
（三）生产企业应在产品说明书、随附材料或官方网站上，说明新型进网许可标志的呈现位置和查看方式。
（四）生产企业应将与新型进网许可标志关联的电信设备产品名称及编码、进网许可证（含进网试用批文）编号及有效期等信息，及时上报工业和信息化部（电信设备认证中心），并做好信息更新和维护。
五、总体安排
（一）2023年7月1日起，正式启用新型进网许可标志。2023年7月1日至12月31日期间，生产企业可以向工业和信息化部（电信设备认证中心）申请使用新型进网许可标志，也可以继续申领、使用原进网许可纸质标志。
（二）2024年1月1日起，全面推广新型进网许可标志。届时，将不再核发原进网许可纸质标志，此前已核发的纸质标志在进网许可有效期内仍然有效，可继续使用。
六、其他
（一）自本通告发布之日起，不再要求生产企业在电信设备产品包装、内置信息、广告等处标注进网许可证编号。
（二）新型进网许可标志的规格样式及生产企业申请使用流程详见官方链接内附件。

《中华人民共和国电信条例》规定，电信设备生产企业（简称“生产企业”）应当在其生产的获得进网许可的电信设备上粘贴进网许可标志。20余年来，进网许可纸质标志逐步为广大用户所熟识，曾经在打击“山寨机”、促进电信设备市场规范健康发展过程中发挥了重要作用。
面对电信技术和产业蓬勃发展的新形势，工业和信息化部深入贯彻党的二十大精神，全面落实《国务院办公厅关于深化电子电器行业管理制度改革的意见》（国办发〔2022〕31号）有关要求，根据企业和用户对进网许可标志展示方式的新诉求、新需要，积极主动作为，推出了“推行进网许可标志电子化”等一系列完善进网许可制度的改革举措。
推行进网许可标志电子化，主要目的是利用电信设备的电子屏幕显示等方式，对外展示进网许可标志，进一步提高标志管理效率，重塑标志管理流程，帮助生产企业节约成本，方便广大用户精准查询标志信息，更好地适应市场发展需要。
前期，工业和信息化部在广泛调研和开展试点的基础上，重新设计了适宜电子化显示等多种呈现方式的新型进网许可标志，明确了标志样式、申请途径和使用方式，制定了推广使用新型进网许可标志的时间安排计划，编制了标志样例、规格和申请使用流程等指导企业的说明文件，形成了本《通告》。
新型进网许可标志在充分继承原纸质标志的图形徽标、设备型号等元素信息的基础上，突出了“进网许可”、“进网试用”汉字元素，增设了兼容工业互联网标识的唯一数字编码；同时，通过提供电子化显示等呈现方式，便利设备信息的在线查询，解决了纸质标志的一些缺点。既保证了许可标志的识别延续性，也能更好地适应数字经济发展新形势。
对于生产企业而言，新型进网许可标志可由企业自行按照《通告》的相关要求生成，并在产品中自行加施；支持电子化显示等多种呈现方式，具有较高的灵活性；免去纸质标志的申领、制作和发放环节，解决了小型设备无法粘贴纸质标志等问题，有利于企业提升生产自动化水平，为企业有效节约人工、管理及时间成本。
对于广大用户而言，新型进网许可标志保留了原纸质标志的主要元素和总体风格不变，方便用户认识和记忆；用电子化方式呈现的新型进网许可标志，解决了纸质标志使用中易磨损、丢失等问题。工业和信息化部鼓励生产企业为用户提供进网许可信息和标志信息一致性等便捷的查询功能，方便用户辨别标志真伪。
《通告》根据电信设备功能支持情况，提供了灵活多样的标志呈现形式供企业选择。企业可根据产品实际，采取以下一种或多种方式加施新型进网许可标志：
一是电子显示。对于带有电子显示屏的电信设备，可在电信设备的操作系统或管理软件中设置、呈现新型进网许可标志。
二是实物印制。在电信设备产品的外体、铭牌或包装等相关位置上，根据生产需要直接采取印刷、喷绘、模制、蚀刻等方式印制新型进网许可标志，以实现产品的设计和印制效果统一。
三是标签粘附。在电信设备产品的外体、铭牌或包装等相关位置上，根据生产需要粘贴、附加新型进网许可标志的标签。
四是符合规定的其他情形。考虑到电信设备技术发展日新月异，设备形态日益多样，对于生产企业无法或不宜采用以上三种加施方式的，生产企业可在新型进网许可标志的设计使用方案中说明理由，并另行提出标志加施方案，经工业和信息化部（电信设备认证中心）审核后执行。
用户可在电信设备的产品说明书、随附材料或企业官网的产品介绍页面等处，检索查看相关产品的新型进网许可标志呈现位置和查看方式。
新型进网许可标志有以下真伪查验途径：
一是网站在线查询。用户可在工业和信息化部政务服务平台（https://jwxk.miit.gov.cn）点击“真伪查询”链接，进入“新型进网许可标志验证”页面，输入标志的数字编码、设备唯一标识码（IMEI、MEID等，可在设备系统配置或说明书内查询，下同）。网站将反馈该设备的有关信息，以及相关进网许可和标志信息的一致性提示。提示许可、标志信息一致的即标志为真。
二是手机端微信公众号查询。用户可关注工业和信息化部微信公众号“工信微报”，在下设“政务服务”栏目选择“电信设备进网许可”，点击“真伪查询”链接，进入“新型进网许可标志验证”页面，输入标志的数字编码，设备唯一标识码等，后续将有该设备有关信息，以及相关进网许可和标志信息的一致性提示。提示许可、标志信息一致的即标志为真。
三是电话查询。用户可通过拨打人工查询电话（电话号码：010-82058767），根据客服提示，提供许可标志的数字编码、设备唯一标识码。客服人员将反馈该设备的有关信息，以及相关进网许可和标志信息的一致性提示。提示许可、标志信息一致的即标志为真。
此外，对于采取电子显示方式加施新型进网许可标志的，工业和信息化部鼓励生产企业为用户设计、提供便捷的进网许可和标志信息一致性查询功能。用户根据产品自身设计，在联网条件下、点击相关位置的查询按钮后，产品自动上传标志的数字编码、设备唯一标识码等信息，并反馈该设备的进网许可及标志信息一致性提示。提示许可、标志信息一致的即标志为真。
生产企业应当将新型进网许可标志数字编码及关联的电信设备产品名称、生产企业、设备型号、设备唯一识别码、进网许可证（含进网试用批文）编号和有效期等信息，通过在线方式（网址：https://imei.miit.gov.cn），上报工业和信息化部（电信设备认证中心），并做好信息更新和维护。
《通告》明确，新型进网许可标志自2023年7月1日正式启用。
2023年7月1日至12月31日期间，是新、旧标志的过渡阶段。生产企业既可以向工业和信息化部（电信设备认证中心）申请使用新型进网许可标志，也可以继续申领、使用原进网许可纸质标志。
自2024年1月1日起，将全面推广使用新型进网许可标志。届时，原进网许可纸质标志将不再核发，但此前已核发的纸质标志在进网许可有效期内继续有效，企业可在相应的产品上继续使用。

Third, the application method

(4) Other circumstances conforming to the provisions.
4. Use requirements
(A) The production enterprise to apply a new type of network access license sign, should ensure that the present effect is clear and easy to recognize, coordinated and beautiful, can choose color or black and white style according to the need, can be scaled up or reduced in accordance with the specified style, but not deformed.
(2) In order to facilitate public identification, where the telecommunications terminal equipment uses electronic display to apply the new network access license mark, the manufacturing enterprise shall apply the new network access license mark on the minimum package of its product, or print the Chinese words "This product has obtained the network access license".
(3) The manufacturer shall explain the location and viewing method of the new network license sign in the product description, accompanying materials or on the official website.

5. General Arrangement
(1) From July 1, 2023, the new network access permit sign will be officially launched.
