根据《能源效率标识管理办法》（国家发展改革委、原国家质检总局2016年第35号令）规定，国家发展改革委、市场监管总局组织制修订了相关产品能源效率标识实施规则，并对实行能源效率标识的产品目录进行了梳理，形成了《中华人民共和国实行能源效率标识的产品目录（2025年版）》及相关实施规则，现印发给你们，请认真贯彻执行。
《家用和类似用途厨房电器能源效率标识实施规则》自2025年11月1日起实施，有效期5年。2025年11月1日前出厂或进口的产品，可延迟至2027年11月1日按实施规则加施能效标识。
《永磁同步电动机能源效率标识实施规则》《空气净化器能源效率标识实施规则》自2026年1月1日起实施，有效期5年。2026年1月1日前出厂或进口的产品，可延迟至2028年1月1日按实施规则加施能效标识。
《微型计算机能源效率标识实施规则》自2026年2月1日起实施，有效期5年。2026年2月1日前出厂或进口的产品，可延迟至2028年2月1日按实施规则加施能效标识。
《燃气灶具能源效率标识实施规则》自2026年3月1日起实施，有效期5年。2026年3月1日前出厂或进口的产品，可延迟至2028年3月1日按实施规则加施能效标识。
《高压三相笼型异步电动机能源效率标识实施规则》《商用制冷器具能源效率标识实施规则》自2026年4月1日起实施，有效期5年。2026年4月1日前出厂或进口的产品，可延迟至2028年4月1日按实施规则加施能效标识。
国家发展改革委、原国家质检总局、原国家认监委2016年第14号公告中《家用电磁灶能源效率标识实施规则》《远置冷凝机组冷藏陈列柜能源效率标识实施规则》《微型计算机能源效率标识实施规则》《家用燃气灶具能源效率标识实施规则》《商用燃气灶具能源效率标识实施规则》，《关于印发中华人民共和国实行能源效率标识的产品目录（第十五批）及相关实施规则的通知》（发改环资规〔2020〕640号）中《永磁同步电动机能源效率标识实施规则》《空气净化器能源效率标识实施规则》，《关于印发〈中华人民共和国实行能源效率标识的产品目录（第十七批）〉及相关实施规则的通知》（发改环资规〔2025〕45号）中《电饭锅能源效率标识实施规则（修订）》《家用和类似用途微波炉能源效率标识实施规则（修订）》《自携冷凝机组商用冷柜能源效率标识实施规则（修订）》同时废止。

Notice to Relevant Entities
To the National Development and Reform Commissions (NDRCs), Market Regulation Bureaus (Departments/Commissions) of all provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan, and the Xinjiang Production and Construction Corps; the Jiangsu Provincial Department of Industry and Information Technology; and the Shanxi Provincial Energy Bureau:
In accordance with the provisions of the Measures for the Administration of Energy Efficiency Labels (Order No. 35 of 2016 jointly issued by the National Development and Reform Commission and the former General Administration of Quality Supervision, Inspection and Quarantine), the National Development and Reform Commission (NDRC) and the State Administration for Market Regulation (SAMR) have organized the formulation and revision of the implementation rules for energy efficiency labels of relevant products, and sorted out the catalogue of products subject to energy efficiency labeling. The resulting Catalogue of Products Subject to Energy Efficiency Labeling in the People's Republic of China (2025 Edition) and relevant implementation rules are hereby issued to you for earnest implementation.
The Implementation Rules for Energy Efficiency Labels of Household and Similar Kitchen Appliances shall take effect on November 1, 2025, with a validity period of 5 years. For products manufactured or imported before November 1, 2025, the application of energy efficiency labels in accordance with these implementation rules may be delayed until November 1, 2027.
The Implementation Rules for Energy Efficiency Labels of Permanent Magnet Synchronous Motors and Implementation Rules for Energy Efficiency Labels of Air Purifiers shall take effect on January 1, 2026, with a validity period of 5 years each. For products manufactured or imported before January 1, 2026, the application of energy efficiency labels in accordance with these implementation rules may be delayed until January 1, 2028.
The Implementation Rules for Energy Efficiency Labels of Microcomputers shall take effect on February 1, 2026, with a validity period of 5 years. For products manufactured or imported before February 1, 2026, the application of energy efficiency labels in accordance with these implementation rules may be delayed until February 1, 2028.
The Implementation Rules for Energy Efficiency Labels of Gas Cooking Appliances shall take effect on March 1, 2026, with a validity period of 5 years. For products manufactured or imported before March 1, 2026, the application of energy efficiency labels in accordance with these implementation rules may be delayed until March 1, 2028.
The Implementation Rules for Energy Efficiency Labels of High-Voltage Three-Phase Squirrel-Cage Induction Motors and Implementation Rules for Energy Efficiency Labels of Commercial Refrigerating Appliances shall take effect on April 1, 2026, with a validity period of 5 years each. For products manufactured or imported before April 1, 2026, the application of energy efficiency labels in accordance with these implementation rules may be delayed until April 1, 2028.
Simultaneously, the following rules shall be repealed:
The Implementation Rules for Energy Efficiency Labels of Household Induction Cookers, Implementation Rules for Energy Efficiency Labels of Remote Condensing Unit Refrigerated Display Cabinets, Implementation Rules for Energy Efficiency Labels of Microcomputers, Implementation Rules for Energy Efficiency Labels of Household Gas Cooking Appliances, and Implementation Rules for Energy Efficiency Labels of Commercial Gas Cooking Appliances as specified in Announcement No. 14 of 2016 jointly issued by the NDRC, the former General Administration of Quality Supervision, Inspection and Quarantine, and the former Certification and Accreditation Administration of the People's Republic of China (CNCA);
The Implementation Rules for Energy Efficiency Labels of Permanent Magnet Synchronous Motors and Implementation Rules for Energy Efficiency Labels of Air Purifiers as specified in the Notice on Issuing the Catalogue of Products Subject to Energy Efficiency Labeling in the People's Republic of China (15th Batch) and Relevant Implementation Rules (Fa Gai Huan Zi Gui 〔2020〕 No. 640);
The Revised Implementation Rules for Energy Efficiency Labels of Electric Rice Cookers, Revised Implementation Rules for Energy Efficiency Labels of Household and Similar Microwave Ovens, and Revised Implementation Rules for Energy Efficiency Labels of Self-Contained Condensing Unit Commercial Freezers as specified in the Notice on Issuing the Catalogue of Products Subject to Energy Efficiency Labeling in the People's Republic of China (17th Batch) and Relevant Implementation Rules (Fa Gai Huan Zi Gui 〔2025〕 No. 45).
