Indonesia: DJID Released New Testing Standard for Free Space Optics (FSO) Devices

Direktorat Jenderal Infrastruktur Digital (DJID) has introduced new testing standard Ministerial Decree No. 43/2025 for Free Space Optics (FSO) devices on May 18, 2025. The new regulation replaces Ministerial Decree No. 59 of 2022 to align the country’s compliance framework with advancements in FSO technology. All Free Space Optics (FSO) telecommunication devices sold, imported, assembled, or manufactured in the country must meet the requirements based on the technical standards.

 

Key Highlights of the FSO Device Requirements:

-Technical Criteria: FSO equipment must comply with essential technical standards, including power supply specifications, electrical safety guidelines (IEC 62368-1 or IEC 60950-1), and EMC requirements aligned with CISPR 32 and 35.

-Laser Safety Compliance: Devices must adhere to laser safety classifications (Class 1, 1M, 2, 2M, 3R, or 3B) in accordance with IEC 60825-1 and IEC 60825-12, depending on their intended installation environment.

-Network Interfaces: Devices must support standard Ethernet or SDH connections (IEEE 802.3, ITU-T G.957/G.691).

-Installation Categories: Deployment locations must be categorized by accessibility level—public areas, restricted zones, inaccessible spots, or controlled environments—to determine the appropriate laser class and safety precautions.

-Extra Paperwork for Stronger Lasers: For products using laser classifications 2, 2M, 3R, or 3B, applicants are required to provide a cooperation agreement with a telecom carrier and a declaration confirming that sales will be limited to licensed operators.
