为强化电动自行车强制性产品认证管理，国家认监委对相关强制性产品认证实施规则进行修订，现发布《强制性产品认证实施规则 电动自行车》（CNCA-C11-16：2025），自发布之日起实施。
相关指定认证机构应依据新版规则和已发布的强制性产品认证通用实施规则要求，制定对应的认证实施细则，向国家认监委备案后方可按照新版规则实施认证及颁发证书。
已经颁发的有效强制性产品认证证书可继续使用，认证证书转换工作采取标准换版、产品变更、到期换证等自然过渡的方式完成。

In order to strengthen the management of compulsory product certification for electric bicycles, the China National Accreditation Administration has revised the relevant implementation rules for compulsory product certification. Now, the "Implementation Rules for Compulsory Product Certification - Electric Bicycles" (CNCA - C11 - 16: 2025) is released and shall come into force as of the date of release.
The relevant designated certification bodies shall, in accordance with the requirements of the new version of the rules and the published general implementation rules for compulsory product certification, formulate the corresponding certification implementation details, and file them with the China National Accreditation Administration before carrying out certification and issuing certificates in accordance with the new version of the rules.
The valid compulsory product certification certificates that have been issued can continue to be used, and the conversion of certification certificates shall be completed by means of natural transition such as standard version change, product change, and renewal of expired certificates.
