内容(Content):为满足经济社会发展对雷达的使用需求,提升环境感知、防灾减灾、观测探测技术能力,加强无线电管理,维护空中电波秩序,保障相关无线电业务的正常进行,工业和信息化部于近日印发《雷达无线电管理规定(试行)》(以下简称《规定》)。
为了更好宣传贯彻落实《规定》,工业和信息化部无线电管理局相关负责人对《规定》进行了解读。
一、《规定》制定的背景是什么?
雷达系统作为无线电技术应用的重要领域之一,广泛应用于气象观测、航空航天、交通导航、海洋监测、安全防护等多个关键领域,并加速向自动驾驶、无人机管控等新兴领域拓展,其稳定运行与精准探测直接关系到国家基础设施的安全运行和社会经济生活的正常运转。因此,有必要制定雷达无线电管理配套政策,进一步落实《中华人民共和国无线电管理条例》要求,充分引导规范雷达产业健康有序发展,促进无线电频谱资源的高效利用,有效保障各部门、各行业雷达系统使用需求。
二、《规定》主要目标是什么?
在制定《规定》过程中,我们从更好满足雷达设备频率使用新情况新需求、支持产业发展、方便用户使用等方面着手,重点有以下几方面考虑:
一是明确雷达类型。《规定》结合我国雷达使用实际,囊括了航空雷达、气象雷达、水上交通雷达、陆地交通雷达等近20种不同类型雷达,基本实现了对我国现有主要类型雷达的全覆盖。
二是细化技术要求。《规定》在全面梳理现有雷达国家标准、行业标准以及相关国际电信联盟有关建议书报告书基础上,系统规划了各类雷达的频率使用范围及相关无线电技术指标,进一步规范雷达设备的研制、生产、进口、销售和使用,为雷达产业发展提供了明确的政策指引,增强产业信心。
三是优化管理程序。结合不同使用场景,进一步下放雷达无线电频率许可权限,更好赋能地方发展。同时,通过将频率使用许可和台站设置、使用许可合并办理等方式,不断优化许可流程,提高审批效率,切实减轻用户负担。
四是加强使用监管。《规定》对雷达系统无线电台(站)干扰协调、电磁环境保护、频率使用率、在用台站检查以及设备管理等方面作出明确规定,以进一步规范用户使用,保障电磁空间安全。
三、《规定》主要制定了哪些内容?
《规定》分为正文和附件两部分,正文共五章43条,从频率使用、台站设置、设备管理、干扰协调等方面规范了雷达无线电管理。
第一章为总则,主要包括立法目的依据、适用范围、雷达定义、业务划分及行业规划等内容。
第二章为雷达无线电频率,主要包括航空雷达、气象雷达等7大类近20种雷达设备的频率划分及有关要求等。
第三章为雷达频率、台站和发射设备管理,主要包括许可申请、试验许可、制式电台、频率使用率要求、在用台站检查、设备管理、设备选用、行业管理、电磁辐射防护以及数据安全管理等内容。
第四章为雷达干扰协调,主要包括干扰协调原则、特殊保护、电磁环境保护、协调申报以及空间协调等内容。
第五章为附则,明确了施行日期和政策过渡衔接相关规定。
附件一阐述了各类雷达定义与释义,附件二明确了各类雷达设备射频技术要求。
四、下一步实施过程有哪些注意事项?
《规定》自2026年1月1日起施行。届时,国家无线电管理机构不再受理和审批与本规定不符的雷达无线电发射设备型号核准申请。对于已获得型号核准证的,型号核准证到期后不再延续。各级无线电管理机构不再受理与本规定不符的新的雷达频率使用许可申请和无线电台(站)设置、使用许可申请。
对于已依法设置、使用的雷达无线电台(站),在无线电频率使用期限或无线电台执照有效期届满后需要继续使用的,仍可向无线电管理机构依法提出无线电频率和无线电台(站)延续使用申请,直至原设备报废为止。

subject: Interpretation of Radar Radio Management Regulations (Trial)
Content: In order to meet the needs of economic and social development for the use of radar, improve environmental perception, disaster prevention and reduction, observation and detection technology capabilities, strengthen radio management, maintain the order of air waves, and ensure the normal operation of related radio services, the Ministry of Industry and Information Technology recently issued the "Radar Radio Management Regulations (Trial)" (hereinafter referred to as the "Regulations").
In order to better publicize and implement the "Regulations", the relevant person in charge of the Radio Administration Bureau of the Ministry of Industry and Information Technology has read the "Regulations".
1. What is the background of the Provisions?
As one of the important fields of radio technology application, radar system is widely used in meteorological observation, aerospace, traffic navigation, ocean monitoring, security protection and other key fields, and is accelerating its expansion to automatic driving, drone control and other emerging fields. Its stable operation and accurate detection are directly related to the safe operation of national infrastructure and the normal operation of social and economic life. Therefore, it is necessary to formulate supporting policies for radar radio management, further implement the requirements of the "Radio Management Regulations of the People's Republic of China", fully guide and standardize the healthy and orderly development of the radar industry, promote the efficient use of radio spectrum resources, and effectively protect the use of radar systems in various departments and industries.
2. What are the main objectives of the Provisions?
In the process of formulating the "Regulations", we start from the aspects of better meeting the new situation and new needs of radar equipment frequency use, supporting industrial development, and facilitating user use, focusing on the following aspects:
One is to define the radar type. Combined with the actual use of China's radar, the Provisions include nearly 20 different types of radar such as aviation radar, weather radar, water traffic radar, and land traffic radar, basically achieving full coverage of China's existing main types of radar.
The second is to refine technical requirements. On the basis of a comprehensive review of existing national radar standards, industry standards and relevant recommendations of the International Telecommunication Union, the "Regulations" systematically plan the frequency range of various types of radar and related radio technical indicators, further regulate the development, production, import, sales and use of radar equipment, and provide clear policy guidelines for the development of the radar industry. Enhance industrial confidence.
Third, optimize management procedures. Combined with different use scenarios, further delegate the radar radio frequency licensing authority to better empower local development. At the same time, by combining the frequency use license with the station setting and the use license, the licensing process is continuously optimized, the approval efficiency is improved, and the burden on users is effectively reduced.
Fourth, strengthen the use of supervision. The "Regulations" make clear provisions on the interference coordination of radio stations (stations) of the radar system, electromagnetic environmental protection, frequency utilization rate, station inspection in use, and equipment management, so as to further standardize user use and ensure electromagnetic space safety.
3. What are the main contents of the Provisions?
The Provisions are divided into two parts, the main body and the annex, the main body is five chapters and 43 articles, from the frequency use, station setting, equipment management, interference coordination and other aspects of the regulation of radar radio management.
The first chapter is the general provisions, including the legislative purpose basis, scope of application, radar definition, business division and industry planning.
The second chapter is the radio frequency of radar, which mainly includes the frequency division and related requirements of nearly 20 kinds of radar equipment in 7 categories such as aviation radar and weather radar.
The third chapter is the management of radar frequency, station and transmitting equipment, which mainly includes license application, test permit, standard radio station, frequency utilization requirement, station inspection in use, equipment management, equipment selection, industry management, electromagnetic radiation protection and data security management.
The fourth chapter is radar interference coordination, including interference coordination principles, special protection, electromagnetic environment protection, coordination declaration and space coordination.
The fifth chapter is the supplementary provisions, which specify the implementation date and the relevant provisions of policy transition.
Annex I describes the definition and interpretation of various types of radar, and Annex II clarifies the RF technical requirements of various types of radar equipment.
Fourth, what should be noted in the next implementation process?
The Provisions shall come into force on January 1, 2026. At that time, the national radio regulatory authority will no longer accept and approve applications for radar radio transmission equipment type approval that do not conform to these provisions. For the type approval certificate has been obtained, the type approval certificate will not be renewed after expiration. Radio regulatory agencies at all levels will no longer accept applications for the use of new radar frequencies and applications for the establishment and use of radio stations that do not conform to these provisions.
For the radar radio station (station) that has been set up and used according to law, if it needs to continue to be used after the radio frequency use period or the radio station license expires, an application for the continuation of the use of the radio frequency and radio station (station) can still be submitted to the radio regulatory authority according to law until the original equipment is scrapped.
