家用和类似用途设备强制性认证依据的GB/T 4706.1-2024国家标准及配套使用的特殊要求（以下简称“新版标准”）已于2024年7月24日发布，将于2026年8月1日正式实施。GB 4343.1-2024《电磁兼容 家用电器、电动工具和类似器具的要求 第1部分：发射》（以下简称“新版标准”）已于2024年5月28日发布，将于2026年6月1日实施。
依据国家认监委2024年第29号《国家认监委关于明确家用和类似用途设备强制性产品认证依据标准换版有关工作要求的公告》及国家认监委公告2012年第4号《关于强制性产品 认证依据标准修订时有关要求的公告》的要求，中国质量认证中心（简称CQC）对涉及CQC-C0701-2024 《强制性产品认证实施细则 家用和类似用途设备》适用新版标准内容进行了修订。现将新版细则及新版标准实施有关要求通知如下：
一、 关于GB/T 4706系列标准换版相关要求
（一）自通知之日起至2026年7月31日，认证申请人可自愿选择按照新版标准或者旧版标准申请认证；自2026年8月1日起，我中心将采用新版标准实施认证并出具新版标准认证证书。
（二）对于已经获得旧版标准强制性认证的产品，旧版标准认证证书持有人自通知之日起即可向我中心提交转换新版标准认证证书的申请，并于标准实施日期后、第一次跟踪检查结束前，完成按新版标准的产品确认和证书换发工作。新旧版标准主要差异及试验要求参照国家认监委TC04技术专家组《关于家用和类似用途设备标准换版认证实施方式的技术决议(TC04-2025-01)》（见附件1）执行。旧版标准认证证书转换工作应于2027年7月31日前完成，逾期未完成转换的认证证书，我中心将暂停旧版标准认证证书；2027年10月31日前仍未完成证书转换工作的，我中心将撤销旧版标准认证证书。
（三）对于2026年8月1日前已经出厂、投放市场并且不再生产的获证产品，无需进行证书转换。
二、 关于GB 4343.1-2024标准换版相关要求
（一）自通知之日起至2026年5月31日，认证申请人可自愿选择按照新版标准或者旧版标准申请认证；自2026年6月1日起，我中心将采用新版标准实施认证并出具新版标准认证证书。
（二）对于已经获得旧版标准强制性认证的产品，旧版标准认证证书持有人自通知之日起即可向我中心提交转换新版标准认证证书的申请，并于标准实施日期后、第一次跟踪检查结束前，完成按新版标准的产品确认，必要时，补充新旧标准差异后，换发新版标准认证证书。新旧版标准主要差异及试验要求参照国家认监委TC10技术专家组《关于 GB 4343.1-2024 标准换版认证实施方式的技术决议》（见附件2）执行。旧版标准认证证书转换工作应于2027年5月31日前完成，逾期未完成转换的认证证书，我中心将暂停旧版标准认证证书；2027年8月31日前仍未完成证书转换工作的，我中心将撤销旧版标准认证证书。
（三）对于2026年6月1日前已经出厂、投放市场并且不再生产的获证产品，无需进行证书转换。
三、 其他说明
（一）本通知中对家用和类似用途电器产品CCC认证执行新版标准的要求，并不免除相关产品应符合《中华人民共和国标准化法》、《中华人民共和国产品质量法》相关规定的责任，请相关生产者依法依规合理制定产品生产销售计划。
（二）对于蒸发式冷风扇、便携式电磁灶产品，自通知之日起至2026年7月31日，认证申请人可自愿选择按照新版标准或者旧版标准申请认证，自2026年8月1日起，我中心将采用新版标准实施认证并出具新版标准认证证书，使用新版标准申请认证说明如下：
1. 蒸发式冷风扇认证实施依据标准为GB/T 4706.115—2024，不再采用GB4706.27实施认证，产品类别为电风扇（产品类别代码0702）。
2. 便携式电磁灶认证实施依据标准为GB/T 4706.14—2024，不再采用GB4706.29实施认证。
对于认证依据标准为GB4706.1和GB4706.29的便携式电磁灶产品、GB4706.1和GB4706.27的蒸发式冷风扇产品的旧版CCC证书，按照国家认监委2024年第29号《国家认监委关于明确家用和类似用途设备强制性产品认证依据标准换版有关工作要求的公告》和《关于家用和类似用途设备标准换版认证实施方式的技术决议》（TC04-2025-01）要求进行标准换版。
四、 检测能力报送要求
各相关实验室应尽快向CQC报备所具备新标准检测能力的情况，并应及时将通过新版标准实验室资质认定和认可的情况备案。

The GB/T 4706.1-2024 national standard and special requirements for supporting use (hereinafter referred to as the "New standard"), which is the basis for mandatory certification of household and similar equipment, has been issued on July 24, 2024, and will be formally implemented on August 1, 2026. GB 4343.1-2024 Requirements for Electromagnetic Compatibility for Household Appliances, power tools and similar appliances Part 1: Launch (hereinafter referred to as the "New Standard") was published on 28 May 2024 and will be implemented on 1 June 2026.
According to the requirements of the CNCA No. 29 in 2024 "Announcement of the CNCA on Clarifying the relevant work requirements for the revision of the Mandatory product Certification Standards for Household and similar Equipment" and the CNCA Announcement No. 4 in 2012 "Announcement on the Relevant Requirements for the revision of the Mandatory Product Certification Standards", China Quality Certification Center (hereinafter referred to as CQC) has revised the content of the new version of the standard related to the Implementation Rules for Mandatory Product Certification of Household and Similar Equipment in CFC-C0701-2024. The relevant requirements for the implementation of the new rules and new standards are hereby notified as follows:
First, the GB/T 4706 series standard version of the relevant requirements
(1) From the date of notification to July 31, 2026, the certification applicant may voluntarily choose to apply for certification in accordance with the new standard or the old standard; Since August 1, 2026, our center will adopt the new standard certification and issue the new standard certification certificate.
(2) For products that have obtained the mandatory certification of the old version of the standard, the holder of the old version of the standard certification can submit an application for the conversion of the new version of the standard certification to our center from the date of notification, and complete the product confirmation and certificate replacement according to the new version of the standard after the implementation date and before the end of the first tracking inspection. The main differences and test requirements of the new and old versions of the standard are implemented in accordance with the Technical Resolution of the Technical Expert Group of the CNCA TC04 on the implementation mode of Standard Certification for Household and similar Use (TC04-2025-01) (see Annex 1). The conversion of the old standard certification should be completed before July 31, 2027. If the conversion is not completed within the time limit, our center will suspend the old standard certification; If the certificate conversion work is not completed before October 31, 2027, the center will revoke the old standard certification.
(c) For certified products that have been manufactured, placed on the market and are no longer in production before August 1, 2026, no certificate conversion is required.
Second, the relevant requirements for GB 4343.1-2024 standard change
(1) From the date of notification to May 31, 2026, the certification applicant may voluntarily choose to apply for certification in accordance with the new standard or the old standard; Since June 1, 2026, our center will adopt the new standard certification and issue the new standard certification certificate.
(2) For the products that have obtained the mandatory certification of the old version of the standard, the holder of the old version of the standard certification can submit an application for the conversion of the new version of the standard certification to our center from the date of notice, and after the implementation date of the standard, before the end of the first tracking inspection, the product confirmation according to the new version of the standard is completed, and if necessary, after supplementing the difference between the new and old standards, the new version of the standard certification is issued. The main differences and test requirements of the new and old versions of the standard are implemented in accordance with the Technical Resolution of the Technical Expert Group of the CNCA TC10 on the implementation mode of GB 4343.1-2024 Standard Certification Change (see Annex 2). The conversion of the old standard certification should be completed before May 31, 2027. If the conversion is not completed within the time limit, our center will suspend the old standard certification; If the certificate conversion work is not completed before August 31, 2027, the center will revoke the old standard certification.
(c) For certified products that have been manufactured, placed on the market and are no longer in production before June 1, 2026, no certificate conversion is required.
Iii. Other instructions
(a) In this notice for household and similar electrical products CCC certification implementation of the requirements of the new standard, does not exempt the relevant products should comply with the "People's Republic of China Standardization Law", "People's Republic of China Product Quality Law" relevant provisions of the responsibility, please the relevant producers in accordance with the law to reasonably formulate product production and sales plans.
(2) For evaporative cooling fan, portable electromagnetic cooker products, from the date of notification to July 31, 2026, certification applicants can voluntarily choose to apply for certification in accordance with the new standard or the old standard, since August 1, 2026, I will adopt the new standard certification and issue the new standard certification certificate, the use of the new standard certification instructions are as follows:
1. Evaporative cooling fan certification is implemented according to GB/T 4706.115-2024, and GB4706.27 is no longer used to implement certification, and the product category is electric fan (product category code 0702).
2. The portable induction cooker certification is implemented according to GB/T 4706.14-2024, and GB4706.29 is no longer used for certification.
For the portable electromagnetic cooker products based on GB4706.1 and GB4706.29, GB4706.1 and GB4706.27 evaporative cooling fan products of the old CCC certificate, In accordance with the CNCA No. 29 in 2024, the CNCA Announcement on Clarifying the relevant work requirements for Mandatory product Certification of Household and similar use Equipment according to the Standard version change and the Technical Resolution on the implementation mode of Standard version Change Certification of Household and similar Use Equipment (TC04-2025-01).
Fourth, the detection ability to submit requirements
All relevant laboratories should report to CQC as soon as possible the situation of having the new standard testing capability, and should promptly put on record the situation of passing the new standard laboratory qualification recognition and recognition.
