电线组件强制性产品认证依据标准GB/T 15934-2024《电器附件 电线组件和互连电线组件》（以下简称“新版标准”）已于2024年9月29日发布，并将于2025年10月1日实施，新版标准以GB/T 15934—2008标准为主，整合了GB/T 26219—2010《电器附件 Y型电线组件和Y型互连电线组件》标准的内容，新版标准自实施之日起替代GB/T 15934—2008、GB/T 26219—2010（以下简称“旧版标准”）。
为保证强制性产品认证制度的有效实施，依据《关于标准修订时强制性产品认证有关问题的通知》（国认科联[2005]18号）、《关于强制性产品认证依据用标准修订时有关要求的通知》（认监委2012年第4号）和《国家认监委关于变更电线组件强制性产品认证依据标准的公告》（2024年第24号）的有关规定以及TC07器具附件技术专家组发布的《关于GB/T 15934电线组件标准换版认证实施方式的技术决议》（TC07-2024-03)（见附件），现将执行新版标准及新版认证实施细则的有关要求明确如下：
一、 认证实施细则主要修订内容
1. CQC-C0201.01-2024代替CQC-C0201.01-2014
2. 删除依据标准GB/T 26219
3. 附件5增加绝缘材料仅本体颜色不同时覆盖送样要求的备注。
二、 实施要求
1. 自本通知发布之日起至2025年10月1日，申请人可自愿选择按照新版标准/新版认证实施细则，或旧版标准/旧版认证实施细则实施认证。自2025年10月1日起，应采用新版标准/新版认证实施细则认证并出具新版标准认证证书，不再颁发旧版证书。
2. 对于已按旧版标准获证的产品，旧版标准认证证书持有人应及时向我中心提交转换新版标准认证证书的申请，并于标准实施日期后、 第一次跟踪检查结束前，依据TC07相关决议完成按新版标准的产品确认和证书换发工作。所有旧版标准认证证书转换工作最迟应于2026年10月1日前完成；逾期未完成的，我中心将暂停旧版标准认证证书；2027年1月1日前仍未完成转换的认证证书，我中心将撤销旧版标准认证证书。
3. 对于2025年10月1日前已经出厂、投放市场并且已经不再生产的获证产品，无需进行证书转换。
4. 本通知中对电线组件产品实施强制性认证执行新版标准的要求，并不免除相关产品应符合《中华人民共和国标准化法》、《中华人民共和国产品质量法》等相关规定的责任。
5. 各相关指定实验室应根据国家认证认可监督管理委员会《认秘函〔2023〕52号》的要求，及时报备所具备新版标准检测能力的情况，并应及时将通过新版标准实验室资质认定和认可的情况备案。

I. Main amendments to the implementation Rules for certification

2. Implementation requirements
1. From the date of this notice to October 1, 2025, the applicant may voluntarily choose to implement the certification in accordance with the new version of the standard/new version of the certification implementation rules, or the old version of the standard/old version of the certification implementation rules. Since October 1, 2025, the new version of the standard/new version of the implementation rules for certification should be adopted and the new version of the standard certification certificate should be issued, and the old version of the certificate will no longer be issued.
2. For products that have been certified according to the old version of the standard, the holder of the old version of the standard certification should submit the application for the conversion of the new version of the standard certification to our center in a timely manner, and after the implementation date of the standard and before the end of the first follow-up inspection, the product confirmation and certificate replacement according to the relevant resolution of TC07 will be completed according to the new version of the standard. The conversion of all old standard certificates should be completed by October 1, 2026 at the latest; Overdue completion, our center will suspend the old version of the standard certification; If the conversion certificate is not completed before January 1, 2027, the center will revoke the old standard certificate.
3. Certificate conversion is not required for certified products that have been manufactured, placed on the market and are no longer in production before October 1, 2025.
4. The requirements for the implementation of mandatory certification for wire assembly products in this notice to implement the new standard does not exempt the relevant products from the responsibility of complying with the relevant provisions of the Standardization Law of the People's Republic of China and the Product Quality Law of the People's Republic of China.
5. The relevant designated laboratories shall, in accordance with the requirements of the National Certification and Accreditation Administration's "Secret Letter [2023] No. 52", timely report the situation of having the new version of the standard testing ability, and shall promptly put on record the qualification recognition and recognition of the new version of the standard laboratory.
