为确保《强制性产品认证实施规则 电动自行车》 (CNCA-C11-16:2023)(以下简称2023版实施规则)有效实施，认监委TC27 电动自行车技术专家组(以 下简称TC27 技术专家组)于2024年4月11-12日召开2024年度第一次工作会议，经讨论形成如下技术决议：
一 、蓄电池随电动自行车出厂要求对于2023版实施规则附件4的2.3“蓄电池和充电器的采购应由生产者(制 造商)/生产企业负责，且蓄电池和充电器应同电动自行车配套出厂并有相关记录确认其出厂情况、数量是否一致”,进一步细化解释如下：
电动自行车生产者应保存完整的蓄电池采购记录以及配套出厂记录。
电动自行车生产者/生产企业应建立整车和蓄电池配套信息追溯系统，至少包括整车型号、整车编码，蓄电池生产企业、型号、唯一编码，终端销售日期等信息，终端销售前录入完成。电动自行车生产者/生产企业应定期核对上述信息的真实性和完整性。
获证后监督时认证机构应检查追溯系统的整车、蓄电池信息及终端销售日 期，蓄电池数量应与销售的整车数量匹配，检查产品合格证上传数量和追溯系统中整车的数量保持一致。
如电动自行车生产者/生产企业未建立整车和蓄电池配套信息追溯系统，则电动自行车应配备有所必需的全部部件(含蓄电池及使用说明书中明示的所有配件)出厂。
二、GB 42295-2022《电动自行车电气安全要求》检验规范、GB42296-2022《电动自行车用充电器安全技术要求》检验规范实施要求
各认证机构发布相关通知或公告，要求签约指定实验室按照TC27 技术专家组发布的 GB42295-2022《 电动自行车电气安全要求》检验规范、GB42296-2022《电动自行车用充电器安全技术要求》检验规范实施电动自行车型式试验。
三、CCC 指定实验室完成认证标准备案时间要求
各电动自行车CCC 指定实验室应在2024年6月30日前获得GB42295-2022 《电动自行车电气安全要求》、GB42296-2022《 电动自行车用充电器安全技术要 求》、GB14023-2022《 车辆、船和内燃机无线电骚扰特性用于保护车外接收机 的限值和测量方法》资质认定，并在国家认监委的强制性产品指定认证机构/实 验室审批系统按要求完成认证标准的报送和审批。未按时完成的，按照《国家认 监委秘书处关于加强强制性产品认证依据标准修订时指定实验室检测能力管理的通知》 (认秘函〔2023〕52号)处理。
各指定认证机构应将本技术决议内容及时告知认证委托人。

Content: In order to ensure the effective implementation of the Mandatory Product Certification Implementation Rules for Electric Bicycles (CNCA-C11-16:23)(hereinafter referred to as the 2023 version of the Implementation Rules), The CAS TC27 Electric Bicycle Technical Expert Group (hereinafter referred to as the TC27 Technical Expert Group) held the first working meeting of 2024 on April 11-12, 2024, and formed the following technical resolutions after discussion:
First, the battery with the electric bicycle factory requirements for the implementation of the 2023 version of Annex 4 of the 2.3 "battery and charger procurement should be by the producer (manufacturer)/ production enterprises, and the battery and charger should be equipped with the electric bicycle factory and have relevant records to confirm whether the factory conditions, the number is consistent", further detailed explanation is as follows:
Electric bicycle producers should keep complete battery purchase records and supporting factory records.
Electric bicycle manufacturers/manufacturers should establish a vehicle and battery supporting information traceability system, including at least vehicle model, vehicle code, battery production enterprise, model, unique code, terminal sales date and other information, input completed before terminal sales. Electric bicycle producers/manufacturers should regularly check the authenticity and integrity of the above information.
The certification body shall check the vehicle and battery information and the terminal sales date of the traceability system, the number of batteries shall match the number of vehicles sold, and the number of product certificates uploaded shall be consistent with the number of vehicles in the traceability system.
If the electric bicycle manufacturer/manufacturer has not established the vehicle and battery matching information traceability system, the electric bicycle should be equipped with all the necessary parts (implicit battery and all the accessories expressed in the instruction manual).
Second, GB 42295-2022 "Electric bicycle electrical safety requirements" inspection specification, GB42296-2022 "Electric bicycle charger safety technical requirements" inspection specification implementation requirements
Each certification body issued relevant notices or announcements, requiring the contracted designated laboratory to implement electric bicycle type tests in accordance with the GB42295-2022 "Electrical Safety Requirements for electric Bicycles" inspection specifications issued by the TC27 Technical expert group, and GB42296-2022 "Safety Technical Requirements for electric bicycle chargers" inspection specifications.
Third, CCC designated laboratory to complete the certification standard record time requirements
Each electric bicycle CCC designated laboratory should obtain GB42295-2022 "Electrical Safety Requirements for Electric Bicycles", GB42296-2022 "Safety Technology Requirements for Electric Bicycle Chargers", GB14023-2022 "before June 30, 2024".
