根据《市场监管总局关于对商用燃气燃烧器具等产品实施强制性产品认证管理的公告》（2024年第9号公告）要求，自2024年5月1日起对低压元器件恢复CCC认证第三方评价方式。中国质量认证中心（英文CQC）现对低压元器件强制性自我声明结果转换CCC证书工作程序做如下规定：
一、 转换的基本原则
（一）受理转换应基于相应的自我声明结果为有效状态；
（二）转换后的CCC证书内容与相应自我声明结果应一致；
（三）通过获证后监督的方式保证认证结果的有效性。
二、 转换要求
（一）对于由指定实验室提交型式试验报告且相应产品无CQC自愿性产品认证证书的自我声明
1. CQC依据自我声明结果换发CCC证书；
2. 每张证书收取申请费、注册费；
3. 获证后首次监督检查按照相关实施规则要求进行全要素检查。
（二）对于利用CQC自愿性产品认证证书关联的自我声明
1. CQC将自我声明对应的自愿性产品认证证书转换为CCC证书，不收取费用；
2. 本年度内已进行监督的，不再重复进行工厂检查。
（三）对于持有CQC自愿性产品认证证书但未关联的自我声明
1. 自我声明结果与CQC自愿性产品认证证书及报告相一致的，直接转换CCC证书，不收取费用；
2. 自我声明结果与CQC自愿性产品认证证书及报告存在不一致的，采取（一）的处理方式；
3. 本年度内已进行监督的，不再重复进行工厂检查。
（四）对于ODM模式获得的自我声明
1. CQC依据自我声明结果换发CCC证书；
2. 每张证书收取申请费、注册费；
3. 委托人在换发CCC证书时或者获证后，如需相应的核查报告，可向CQC提出申请。
三、 其他
1. 制造商在完成CCC证书转换后，应及时注销自我声明；
2. 转换CCC证书后，本年度未经过CQC年度监督检查的，原则上首次监督应在获证后3个月内进行；
3. 申请费和注册费按照《中国质量认证中心有限公司强制性产品认证收费标准》执行。

subject: The working procedure of CCC certificate conversion for low-voltage components self-declaration results
Content: In accordance with the requirements of the Announcement of the General Administration of Market Regulation on the implementation of Mandatory Product Certification Management for Commercial gas combustion appliances and other products (Announcement No. 9 in 2024), the low-voltage components have resumed the third-party evaluation method of CCC certification since May 1, 2024. China Quality Certification Center (English CQC) is now the low-voltage components mandatory self-declaration results conversion CCC certificate procedures to make the following provisions:
First, the basic principles of conversion
(1) Acceptance of the conversion shall be based on the corresponding self-declared results as valid;
(2) The contents of the converted CCC certificate should be consistent with the corresponding self-declared results;
(3) To ensure the validity of the certification results through post-certification supervision.
2. Conversion requirements
(a) The type test report submitted by the designated laboratory and the corresponding product does not have CQC voluntary product certification
1. CQC issues CCC certificate according to self-declared results;
2. Charge application fee and registration fee for each certificate;
3. The first supervision and inspection after the certification shall be conducted in accordance with the requirements of the relevant implementation rules.
(b) The use of CQC voluntary product certification associated with the self-declaration
1. CQC will convert the voluntary product certification certificate corresponding to the self-declaration into a CCC certificate, without charging fees;
2. If supervision has been carried out during the year, the factory inspection will not be repeated.
(C) for holding CQC voluntary product certification but not associated with the self-declaration
1. If the self-declared results are consistent with the CQC voluntary product certification certificate and report, the CCC certificate will be directly converted without charge;
2. If the self-declared result is inconsistent with the CQC voluntary product certification certificate and report, the method of (1) shall be adopted;
3. If supervision has been carried out during the year, the factory inspection will not be repeated.
(4) Self-declaration obtained for ODM mode
1. CQC issues CCC certificate according to self-declared results;
2. Charge application fee and registration fee for each certificate;
3. If the client needs the corresponding verification report when renewing the CCC certificate or after obtaining the certificate, he may apply to CQC.
Iii. Others
1. The manufacturer shall cancel the self-declaration in time after completing the conversion of CCC certificate;
2. After the conversion of the CCC certificate, if the CQC has not passed the annual supervision and inspection this year, in principle, the first supervision should be carried out within 3 months after the certificate is obtained;
3. Application fees and registration fees shall be subject to the Compulsory Product Certification Fee Standards of China Quality Certification Center Co., LTD.
