近期，我委多次接到地方市场监管部门、生产企业和消费者关于电动晾衣架带有照明功能的产品是否属于强制性产品认证（CCC认证）范围的咨询，为更加有效地开展CCC认证和执法工作，维护广大消费者和生产企业的合法权益，营造良好消费环境和营商环境，现将电动晾衣架带有照明功能的产品CCC认证要求明确如下：
一、CCC认证目录明确包括“照明电器”产品。对于电动晾衣架带有照明功能的产品，如照明部分的结构符合《强制性产品认证目录描述与界定表》中“灯具”的描述，则该产品或者其照明部分（可独立工作）应符合照明电器CCC认证实施规则要求，并取得照明电器CCC认证证书。
二、考虑到上述电动晾衣架带有照明功能的产品为晾晒类产品新形式，相关方对该产品CCC认证要求的认识还不清晰，各地市场监管部门和指定认证机构、实验室在上述产品执法和认证检测工作中，应加强宣传，督促未获证企业尽快申请认证；相关生产企业应抓紧办理CCC认证并于2024年12月31日前取得认证。2025年1月1日起，上述产品未按要求获得CCC认证的，不得出厂、销售、进口或者在其他经营性活动中使用。

Content: Recently, the Commission has received many times from local market regulatory authorities, manufacturers and consumers on whether the electric clothes rack with lighting function products belong to the mandatory product certification (CCC certification) scope of consultation, in order to more effectively carry out CCC certification and law enforcement work, safeguard the legitimate rights and interests of consumers and manufacturers, and create a good consumption environment and business environment. The CCC certification requirements of the electric clothes rack with lighting function are clearly as follows:
First, the CCC certification catalogue clearly includes "lighting appliances" products. For products with lighting functions, such as the structure of the lighting part meets the description of "lamps" in the "Mandatory Product Certification Catalog Description and definition Table", the product or its lighting part (can work independently) should meet the requirements of the CCC certification implementation rules for lighting appliances, and obtain the CCC certification certificate for lighting appliances.
