为确保《强制性产品认证实施规则 电动自行车》(CNCA-C11-16:2023)(以下简称 2023 版实施规则)的有效实施，国家认监委TC27技术专家组于2023 年12月6-7日采用函审的方式，形成如下技术决议:
一、2023年9月23 日前已受理的电动自行车CCC认证委托，按照2021版实施规则实施认证并颁发强制性产品认证证书。
二、各指定认证机构发布相应的《强制性产品认证实施细则 电动自行车》(以下简称 2023 版实施细则)，2023 版实施细则发布备案完成后，应依据2023版实施规则/细则受理认证委托。
对于无需进行检测的变更，可依据已获强制性产品认证证书所列实施规则版本实施认证变更和颁/换发强制性产品认证证书。
三、对于 2023 版电动自行车实施规则新增认证要求(认证依据标准和生产
一致性要求)
1、新增认证依据标准实施要求
(1)GB42296-2022:已于2023年7月1日起实施，自2023年9月23 日起应按照 GB 42296-2022 实施认证;
(2)GB42295-2022:自2024年1月1日起应按照 GB 42295-2022 实施认证认证委托人可自愿提前实施。
2、生产一致性要求
对于 2023 版实施规则新增的蓄电池和充电器同电动自行车配套出厂要求，锂离子/钠离子蓄电池和控制器、蓄电池和适用于 GB 42296 的充电器之间的通信协同协议要求以及防速度篡改要求，自2023年9月23日起实施，型式试验和生产一致性要求应按 2023 版实施规则实施。对于生产一致性要求，可在生产者/生产企业提交符合 2023 版实施规则的《生产一致性控制计划》和做出相应承诺，且认证委托资料、型式试验和《生产一致性控制计划》审查的结果符合的基础上按 2023 版实施规则颁/换发强制性产品认证证书。
四、GB 17761-2018 第 6.6 条无线电骚扰特性项目引用标准 GB 14023 实施要
次
GB 14023-2011 已被GB 14023-2022替代，自2023年11月1日起实施认证。
五、获证后的跟踪检查
在获证后跟踪检查时，根据强制性产品认证证书所列规则版本实施检查，采用2021版和/或2023版实施规则/细则结合的方式进行;当证书持有者所持有的全部强制性产品认证证书按要求完成规则换版后，获证后跟踪检查按照 2023版实施规则/细则实施。
六、产品合格证备案要求
在国家认监委电动自行车合格证系统完成更新前，获得2021版实施规则认证的产品(2023 版实施规则换版前)其产品合格证按2021版实施规则要求实施;获得 2023 版实施规则认证的产品，其产品合格证按照按2023版规则要求实施。在国家认监委电动自行车合格证系统完成更新前，认证机构上传至国家认监委合格证系统的数据仍按原 2021版规则要求进行。在国家认监委电动自行车合格证系统完成更新后，认证机构上传至认监委合格证系统时的数据按2023 版规则要求进行。
七、证书转换过渡期
已按 2021 版实施规则颁发的有效强制性产品认证证书，应在2024年11月1日前完成 2023 版实施规则的证书转换工作和 GB14023-2022 标准换版工作。逾期未完成证书转换的，认证机构应暂停相应证书。超过3个月仍未完成的，认证机构应撤销相应证书。

2, production consistency requirements
For the new factory requirements for batteries and chargers with electric bicycles, the communication cooperation protocol requirements between lithium ion/sodium ion batteries and controllers, batteries and chargers applicable to GB 42296, and the requirements for speed tampering, the implementation of the 2023 version of the implementation rules will be implemented from September 23, 2023. Type testing and production conformance requirements shall be implemented in accordance with the Implementation Rules 2023. For the production consistency requirements, the producer/producer can submit the production consistency Control Plan in line with the implementation rules of 2023 version and make corresponding commitments, and on the basis of the certification commission data, type test and the results of the production consistency Control Plan review, the mandatory product certification certificate can be issued/renewed according to the implementation rules of 2023 version.

5. Follow-up inspection after certification
In the post-certification follow-up inspection, the inspection is carried out according to the version of the rules listed in the mandatory product certification certificate, using the combination of the 2021 and/or 2023 version of the implementation rules/rules; When all the mandatory product certification certificates held by the certificate holder are changed according to the rules as required, the tracking inspection after certification is implemented in accordance with the implementation rules/rules of the 2023 version.
Six, product certificate filing requirements
Before the certification system of electric bicycles is updated by the CNCA, the product certification of the implementation rules of 2021 (before the implementation rules of 2023) shall be implemented according to the requirements of the implementation Rules of 2021; For products certified by the 2023 version of the Implementation Rules, the product certificate shall be implemented in accordance with the requirements of the 2023 version of the Rules. Before the CNCA electric bicycle certification system is updated, the data uploaded by the certification body to the CNCA certification system is still required by the original 2021 version of the rules. After the CNCA electric bicycle certification system is updated, the data uploaded by the certification body to the certification system of the CNCA shall be carried out according to the requirements of the 2023 version of the rules.
Vii. Transition period of certificate conversion
The valid mandatory product certification certificate that has been issued in accordance with the 2021 implementation rules shall complete the certificate conversion work of the 2023 implementation rules and the GB14023-2022 standard change work before November 1, 2024. If the certificate conversion is not completed within the time limit, the certification body shall suspend the corresponding certificate. If more than 3 months have not been completed, the certification body shall revoke the corresponding certificate.
