为深入贯彻落实党的二十大精神，巩固学习贯彻习近平新时代中国特色社会主义思想主题教育成果，工业和信息化部办公厅近日印发《关于进一步优化无线电发射设备型号核准工作程序的通知》（以下简称《通知》），对型号核准受理和测试等环节提出具体要求，进一步明确责任主体、完善工作流程、加强监督问效，让型号核准工作更加便捷高效、惠企利民。
《通知》提出四方面十四项具体要求：一是规范受理审核，把好第一道关口。严格受理时限，提高承办效率，受理审核时限不超过5个工作日，收到测试报告后的2个工作日内完成承办件制作，动态发布型号核准许可有关政策要求和审批结果。二是压缩测试时间，保质保量完成任务。检测机构收到测试样品后，应在10个工作日内进行调试。检测机构不得对不合格的样品进行重复测试。三是提升服务质量，提高企业满意度。加强受理人员培训，提升岗位技能和服务质量，并做好相关工作的统计与分析。四是加强监督检查，确保惠企落到实处。相关单位应加强内部管理、加大力量投入、严格监督检查、严防廉政风险。
《通知》的发布，是我部贯彻落实党中央、国务院决策部署，大力提升行政效能，推动无线电产业高质量发展，主动作为、积极完善型号核准制度的具体举措，旨在优化型号核准流程，节约企业成本，激发市场活力。根据《中华人民共和国无线电管理条例》规定，除微功率短距离无线电发射设备外，生产或者进口在国内销售、使用的其他无线电发射设备，应当向国家无线电管理机构申请型号核准。二十多年来，型号核准制度在加强无线电发射设备管理、预防和减少无线电干扰、维护空中电波秩序、保障电磁空间安全、促进无线电技术应用和产业发展等方面始终发挥了积极作用。

一、规范受理审核，把好型号核准许可第一道关口
（一）严格受理时限。工业和信息化部无线电业务受理中心（以下简称受理中心）要严格依据无线电管理规定受理型号核准申请材料。申请材料不齐全或者不符合法定形式的，应当场或者在5个工作日内一次告知申请人需要补正的全部内容，逾期不告知的，自收到申请材料之日起即为受理。受理审核时限不超过5个工作日。（受理中心负责）
（二）提高承办效率。改进型号核准任务承办件办理流程，明确和细化各节点审核依据、审核内容和时限要求等事项。压缩任务承办件办理时间，在受理审核期间，由受理中心根据申请材料预生成型号核准任务承办件，后续待收到确认上传测试报告后的2个工作日内完成承办件制作。（受理中心负责）
（三）完善服务界面。完善型号核准电子政务服务平台界面，动态发布型号核准许可有关政策要求和审批结果，做到服务事项及时更新、审批流程清晰明了、审批要求规范有序、审批数据统计方便。（受理中心负责）
二、压缩测试时间，保质保量完成型号核准测试任务
（四）合理分配任务。统筹考虑就近服务企业等因素，结合各型号核准检测机构（以下简称检测机构）政府购买服务合同承接测试数量的比例以及待测试任务量等情况，科学合理分配型号核准测试任务，减少申请人测试等待时间，提高型号核准测试资金执行效率和使用效能。（受理中心负责）
（五）及时提交样品。型号核准申请受理后，由受理中心通过网站、短信等形式，第一时间通知申请人提供测试样品并告知有关要求。相关样品应由申请人提前预备并确保其具备测试条件。收到受理通知后，申请人提供测试样品（含送样物流时间）不超过15个工作日。超过15个工作日的，申请人自行承担延迟后果，检测机构可优先安排其他按时提交样品的型号核准测试任务。对于测试样品因质量或体积过大等原因不便邮寄的，由申请人与检测机构协商进行上门检测。（受理中心、检测机构负责）
（六）加快调试进度。检测机构收到测试样品后，应当在10个工作日内进行调试。超过10个工作日的，由检测机构向受理中心提出书面说明并进行整改，受理中心将据此调整后续分配给该检测机构的型号核准测试业务量。测试样品因申请企业自身原因调试不成功的，检测机构可优先安排其他调试成功的样品测试。（受理中心、检测机构负责）
（七）严格技术测试。检测机构完成调试后，应当在10个工作日内完成型号核准技术测试并提交测试报告。对于测试不合格的样品，应出具测试不合格报告，检测机构不得重复测试。对于样品测试超时的，检测机构应出具书面说明并进行整改。对于整改后检测机构仍然超过测试时限的，后续将调整分配给该检测机构的型号核准测试业务量。（受理中心、检测机构负责）
（八）按时反馈报告。承接型号核准测试任务的省级无线电管理机构（以下简称相关省级无线电管理机构）应严格按照无线电管理相关规定和政府购买服务合同的有关要求，对检测机构的测试报告予以确认并反馈受理中心。确认报告的时间（含下达测试任务时间）不超过3个工作日。（相关省级无线电管理机构负责）
三、提升服务质量，提高公共服务平台群众满意度
（九）提升服务质量。加强受理人员培训，提升岗位技能。相关人员应熟练掌握无线电发射设备管理政策法规、型号核准依据的国家标准及国家无线电管理相关规定等知识，能够及时、准确、耐心回复咨询电话。提升受理中心公共服务电话服务功能和服务质量，遇有业务系统升级调整等情况，应提前告知申请人并提供联络号码。（受理中心负责）
（十）加强统计分析。受理中心按季度形成型号核准业务简报报工业和信息化部无线电管理局，重点是对型号核准受理情况（申请数量、受理数量、受理时间、审批时间等），检测机构测试情况（测试任务分配、调试时间、测试时间等）以及接听的用户电话（接听量、接听率、用户满意度、意见反馈等）等事项进行统计和分析，及时提出意见和建议。（受理中心负责）
四、加强监督检查，确保惠企政策落到实处
（十一）加强内部管理。受理中心、相关省级无线电管理机构、检测机构应当进一步完善规章制度，加强人员、资金、证书、印章、文档、样品等方面的管理，明确岗位责任，规范操作规程，保守商业秘密，畅通企业意见建议反馈渠道。（各相关单位按职责分工负责）
（十二）加大力量投入。型号核准业务受理工作继续委托国家无线电监测中心（以下简称监测中心）承担。监测中心应依据受理中心“三定”规定，将受理中心相关工作纳入中心年度重点工作，加大力量投入，加强对受理中心的指导和监督考核。（监测中心负责）
（十三）加强监督检查。工业和信息化部无线电管理局要加大监督检查工作，定期开展对受理中心的工作评价，作为评价监测中心对部支撑工作的重要内容；委托专业机构对检测机构的资金使用和业务开展情况进行监督检查，其结果作为检测机构承担型号核准测试政府购买服务的重要参考。（各相关单位按职责分工负责）
（十四）严防廉政风险。相关省级无线电管理机构、监测中心、受理中心、检测机构等单位工作人员应严格落实中央八项规定精神。加强廉政教育，提高风险意识，严守纪律底线，主动接受群众监督，保障型号核准行政许可全流程公平、公开、公正。（各相关单位按职责分工负责）。
本通知自2024年1月1日起施行。

The Radio Service Acceptance Center of the Ministry of Industry and Information Technology (hereinafter referred to as the acceptance center) shall accept the application materials for type approval in strict accordance with the radio management regulations. If the application materials are not complete or do not conform to the statutory form, the applicant shall be informed of all the contents that need to be corrected at one time or within 5 working days, and if the applicant is not informed within the time limit, the application materials shall be accepted from the date of receipt. 2. Improving the efficiency of hosting projects. Improve the handling process of model approval task contractors, clarify and refine the audit basis, audit content and time limit requirements of each node. Compress the processing time of task contractors. During the acceptance and review period, the acceptance center will pre-generate the model approval task contractors according to the application materials, and then complete the production of the contractors within 2 working days after receiving the confirmation and uploading the test report. (3) Improve the service interface. Improve the interface of the model approval e-government service platform, dynamically publish the relevant policy requirements and approval results of the model approval license, so that the service matters are updated in time, the approval process is clear, the approval requirements are standardized and orderly, and the approval data is convenient. Second, compress the test time, complete the model approval test task with quality and quantity
4. Allocate tasks rationally. Overall consideration of factors such as nearby service enterprises, combined with the proportion of the number of tests undertaken by the model approval testing institutions (hereinafter referred to as testing institutions) in the government purchase service contracts and the amount of tasks to be tested, scientific and reasonable allocation of model approval testing tasks, reduce the waiting time for applicants to test, and improve the execution efficiency and use efficiency of model approval testing funds. (Reception Center is responsible for)
(5) Timely submission of samples. After the application for model approval is accepted, the acceptance center will notify the applicant to provide test samples and inform the relevant requirements through the website, SMS and other forms. The relevant samples should be prepared in advance by the applicant and ensure that they are ready for testing. After receiving the acceptance notice, the applicant shall provide the test sample (including the delivery logistics time) within 15 working days. If more than 15 working days, the applicant shall bear the consequences of the delay, and the testing institution may give priority to other model approval testing tasks for submitting samples on time. For the test sample due to quality or volume is too large and other reasons inconvenient to mail, by the applicant and the testing institution to negotiate on-site testing. (6) Accelerating the debugging progress. After receiving the test sample, the testing institution shall conduct debugging within 10 working days. If more than 10 working days, the testing institution shall submit a written explanation to the acceptance center and make rectification, and the acceptance center shall adjust the type approval test business volume subsequently assigned to the testing institution accordingly. If the test sample fails to be debugged due to the reasons of the applicant enterprise, the testing institution can prioritize the testing of other successfully debugged samples. (7) Strict technical testing. After commissioning, the testing institution shall complete the model approval technical test and submit the test report within 10 working days. For the unqualified samples, the unqualified test report shall be issued, and the testing institution shall not repeat the test. For the sample test timeout, the testing institution shall issue a written explanation and rectification. If the testing institution still exceeds the test time limit after rectification, the type approval testing business assigned to the testing institution will be adjusted subsequently. (8) Timely feedback reports. The provincial radio management agency that undertakes the model approval test task (hereinafter referred to as the relevant provincial radio management agency) shall, in strict accordance with the relevant regulations of radio management and the relevant requirements of the government purchase service contract, confirm the test report of the testing agency and feed back to the acceptance center. The time to confirm the report (including the time to issue the test task) shall not exceed 3 working days. (Responsible for the relevant provincial radio regulatory authority)
Third, improve the quality of service and improve the satisfaction of the public service platform
9. Improving service quality. Strengthen the training of acceptance personnel and improve their job skills. Relevant personnel should be proficient in radio transmission equipment management policies and regulations, model approval based on the national standards and national radio management regulations and other knowledge, and be able to timely, accurate and patient reply to consultation calls. Improve the reception center public service telephone service function and service quality, in case of business system upgrade and adjustment, should inform the applicant in advance and provide contact number. 10. Strengthening statistical analysis. The acceptance center shall form a quarterly model approval business briefing report to the Radio Administration Bureau of the Ministry of Industry and Information Technology, focusing on the acceptance of model approval (number of applications, number of applications, acceptance time, approval time, etc.). Make statistics and analysis of the testing situation (test task assignment, debugging time, test time, etc.) and the user calls received (answer volume, answer rate, user satisfaction, feedback, etc.), and put forward opinions and suggestions in time. 11. Strengthen internal management. The acceptance center, relevant provincial radio management agencies, testing agencies should further improve the rules and regulations, strengthen the management of personnel, funds, certificates, seals, documents, samples, etc., clarify post responsibilities, standardize operating procedures, keep trade secrets, and smooth the feedback channels for enterprise opinions and suggestions. 12. Increase investment in power. The acceptance of model approval business continues to be entrusted to the National Radio Monitoring Center (hereinafter referred to as the Monitoring Center). The monitoring center shall, in accordance with the "three fixed" provisions of the acceptance center, incorporate the relevant work of the acceptance center into the annual key work of the center, increase force input, and strengthen the guidance, supervision and assessment of the acceptance center. 13. Strengthening supervision and inspection. The Radio Administration Bureau of the Ministry of Industry and Information Technology should strengthen the supervision and inspection work, and regularly carry out the evaluation of the work of the acceptance center as an important part of the evaluation and monitoring center's support to the Ministry; Professional institutions are entrusted to supervise and inspect the use of funds and business development of testing institutions, and the results are used as an important reference for testing institutions to undertake model approval testing and government purchase services. (14) Strictly guard against risks of clean government. The staff of relevant provincial radio management agencies, monitoring centers, acceptance centers, testing institutions and other units should strictly implement the spirit of the central eight provisions. Strengthen the education of clean government, improve risk awareness, strictly abide by the bottom line of discipline, take the initiative to accept the supervision of the masses, and ensure that the whole process of model approval administrative license is fair, open and just.
