为深入贯彻落实党的二十大精神,加快网络强国建设,扎实推动IPv6规模部署和应用向纵深发展,根据《中华人民共和国网络安全法》《中华人民共和国无线电管理条例》《无线电发射设备管理规定》以及《关于加强和规范2400MHz、5100MHz和5800MHz频段无线电管理有关事宜的通知》(工信部无〔2021〕129号),现就在无线电发射设备型号核准(以下简称型号核准)中开展对无线局域网设备支持IPv6协议能力测试有关要求通知如下:

 

一、生产或者进口在我国境内销售、使用的具有公网IP地址分配功能的无线局域网设备应支持IPv6协议(以下简称IPv6无线局域网设备),须按照有关规定向国家无线电管理机构申请并取得无线电发射设备型号核准证,并符合《关于加强和规范2400MHz、5100MHz和5800MHz频段无线电管理有关事宜的通知》等无线电管理有关规定要求。

 

二、IPv6无线局域网设备应支持并默认开启IPv6地址分配功能,同时保留用户自行配置IPv6地址分配功能的选项,并在产品说明中明确IPv6配置方法。

 

三、承担无线局域网设备型号核准测试任务的检测机构应具备IPv6协议测试能力,并按本通知所列技术要求和测试方法开展型号核准测试。

 

四、基础电信运营商应支持并鼓励用户通过IPv6无线局域网设备接入互联网,同时用户仍可通过既有其他无线局域网设备接入互联网。

 

五、省、自治区、直辖市无线电管理机构应加强对生产、销售IPv6无线局域网设备的监督检查,对于不符合无线电管理相关规定的IPv6无线局域网设备,依法予以查处。

 

六、本通知自2023年12月1日起施行。在此之前生产或进口的无线局域网设备可以继续销售和使用到报废为止。

内容(Content):为深入贯彻党的二十大精神,加快网络强国建设,扎实推动IPv6规模部署和应用向纵深发展,根据《中华人民共和国无线电管理条例》《无线电发射设备管理规定》等法规规章,近日,我部印发了《工业和信息化部关于在无线电发射设备型号核准中开展对无线局域网设备支持IPv6协议能力测试有关事宜的通知》(以下简称《通知》)。现就有关内容解读如下:

 

一、《通知》发布的背景是什么?

 

推动终端产品全面支持IPv6是我国IPv6规模部署的重点工作。2017年,中办、国办印发的《推进互联网协议第六版(IPv6)规模部署行动计划》中,明确提出“到2025年末,网络、应用、终端全面支持IPv6”。2021年,我部出台《工业和信息化部关于加强和规范2400MHz、5100MHz和5800MHz频段无线电管理有关事宜的通知》(工信部无〔2021〕129号),进一步明确“具有公网IP地址分配功能的无线局域网设备应支持IPv6协议,并默认开启IPv6地址分配功能”,对无线局域网设备在无线电发射设备型号核准(以下简称型号核准)中开展IPv6支持能力的测试提出了要求。

 

无线局域网设备数量众多,涉及企业面广,为稳妥推动相关工作,我们前期主要开展了以下工作:一是组织中国信息通信研究院和国家无线电监测中心对无线局域网设备支持IPv6协议能力进行了深入调研,调研结果显示,除个别款老旧产品外,市场上在售的无线局域网设备已基本具备IPv6协议支持能力。二是指导型号核准检测机构提升对IPv6协议的测试能力,相关型号核准检测机构已全部具备IPv6协议的测试能力。三是按照《通知》中的测试方法对部分产品进行了摸底测试,抽测结果表明,测试方法合理可行。综上,目前已具备在型号核准中开展对无线局域网设备支持IPv6协议能力测试的条件。

 

二、《通知》的主要内容是什么?

 

《通知》的正文主要规定了以下内容:一是明确在我国境内销售、使用的具有IPv6地址分配功能的无线局域网设备,须按照无线电管理有关规定申请并取得型号核准证。二是明确无线局域网设备默认开启IPv6地址分配功能,同时允许用户自行配置。三是要求型号核准检测机构应具备IPv6协议测试能力。四是要求基础电信运营商应支持并鼓励用户通过IPv6无线局域网设备接入互联网,同时明确用户仍可通过既有其他无线局域网设备接入互联网。《通知》的附件给出了无线局域网设备支持IPv6协议能力技术要求和测试方法。

 

三、《通知》颁布后,企业生产、进口和销售无线局域网设备需要注意什么?

 

自2023年12月1日起,企业申请无线局域网设备型号核准时,须按照本《通知》规定的技术要求和测试方法进行IPv6协议能力测试。同时,自该日期起,相关企业应停止生产或进口不符合本《通知》要求的无线局域网设备。但是,对于此日期前生产或进口的无线局域网设备可继续销售、使用至报废为止。

 

四、《通知》颁布后,用户使用无线局域网设备需要注意什么?

 

《通知》颁布后,对用户使用无线局域网设备不会造成影响。《通知》中涉及用户使用无线局域网设备的相关内容主要有:一是用户使用的无线局域网设备应默认开启IPv6功能,该功能应由生产企业在产品出厂时即默认开启。二是保留用户自行配置无线局域网设备IPv6功能的能力,即用户可自主选择是否开启IPv6功能,有关配置方法应在产品说明中明确。三是对于在用未升级的支持IPv6的无线局域网设备,用户仍可正常接入互联网。运营商或者其他单位不得提出相应的使用限制条件。

 

五、《通知》对无线局域网设备支持IPv6技术提出了哪些具体要求和测试方法?

 

《通知》的附件定义了三项基本技术要求:一是具有公网IP地址分配功能的无线局域网设备须支持IPv6协议,并默认开启IPv6功能。二是具有公网IP地址分配功能的无线局域网设备工作在二层桥接模式下,设备须支持IPv6数据包的透明传输。三是具有公网IP地址分配功能的无线局域网设备工作在三层路由模式下,设备须支持向接入用户分配IPv6地址,且支持用户IPv6数据包的转发。

 

《通知》的附件设定了三种测试场景:一是网络设备工作在三层路由模式、无线局域网设备工作在二层桥接模式的测试场景。二是网络设备工作在二层桥接模式,无线局域网设备工作在三层路由模式的测试场景。三是网络设备和无线局域网设备均工作在三层路由模式的测试场景。其中一、二为必测场景,三为选测场景。

 

《通知》的附件针对每种测试场景,给出了具体的测试方法和判定依据,明确了测试环境、测试步骤、预期结果和判定依据。测试结果作为型号核准许可的依据。

In order to fully implement the spirit of the Party's 20 National Congress, accelerate the construction of a network power, and solidly promote the development of IPv6 scale deployment and application in depth, In accordance with the Cybersecurity Law of the People's Republic of China, the Regulations of the People's Republic of China on Radio Administration, the Regulations on the Administration of Radio Transmitting Equipment, and the Notice on Strengthening and Standardizing the Radio Administration of 2400MHz, 5100MHz and 5800MHz Bands (No. 2021), The requirements for testing the ability of wireless LAN equipment to support IPv6 protocol in the radio transmission equipment model approval (hereinafter referred to as model approval) are notified as follows:

 

1. Wlan equipment with public IP address allocation function produced or imported for sale and use in China shall support IPv6 protocol (hereinafter referred to as IPv6 WLAN equipment), and shall apply to the national radio regulatory authority in accordance with relevant provisions and obtain the type approval certificate of radio transmission equipment. And comply with the radio management requirements such as the Notice on Strengthening and standardizing the Radio Management of 2400MHz, 5100MHz and 5800MHz Bands.

 

IPv6 wireless LAN devices should support and enable the IPv6 address assignment function by default, while retaining the option for users to configure the IPv6 address assignment function, and specify the IPv6 configuration method in the product description.

 

The testing institution undertaking the task of model approval testing of wireless LAN equipment shall have the capability of IPv6 protocol testing, and carry out model approval testing in accordance with the technical requirements and test methods listed in this notice.

 

Basic telecommunications operators shall support and encourage users to access the Internet through IPv6 wireless LAN devices, while users can still access the Internet through other existing wireless LAN devices.

 

Fifth, the provinces, autonomous regions and municipalities shall strengthen the supervision and inspection of the production and sale of IPv6 wireless LAN equipment, and investigate and punish IPv6 wireless LAN equipment that does not meet the relevant provisions of radio management.

 

6. This Notice shall take effect as of December 1, 2023. Wireless LAN equipment produced or imported before this time can continue to be sold and used until scrapped.

The relevant content is interpreted as follows:

 

1. What is the background of the release of the Notice?

 

Promoting the full support of IPv6 in terminal products is the focus of IPv6 scale deployment in China. In 2017, the Action Plan for Promoting the scale deployment of Internet Protocol Version 6 (IPv6) issued by the Central Office and the State Office clearly proposed that "by the end of 2025, networks, applications, and terminals will fully support IPv6". In 2021, the Ministry of Industry and Information Technology issued the "Notice of the Ministry of Industry and Information Technology on Strengthening and standardizing the Radio Management of 2400MHz, 5100MHz and 5800MHz Bands" (No. (2021) 129 of the Ministry of Industry and Information Technology), which further clarified that "Wireless LAN equipment with public IP address allocation function should support IPv6 protocol. The IPv6 address assignment function is enabled by default ", which requires wireless LAN devices to carry out IPv6 support capability testing in radio transmission equipment model approval (hereinafter referred to as model approval).

 

The number of wireless LAN equipment is large, involving a wide range of enterprises, in order to properly promote the relevant work, we mainly carried out the following work in the early stage: The first is to organize the China Academy of Information and Communications Technology and the National Radio Monitoring Center to support the IPv6 protocol capability of wireless LAN equipment to conduct in-depth research, the research results show that, in addition to some old products, the wireless LAN equipment sold on the market has basically had the IPv6 protocol support capability. The second is to guide model approval testing institutions to improve the testing capability of IPv6 protocol, and relevant model approval testing institutions have all the testing capability of IPv6 protocol. Thirdly, some products are tested according to the test method in the Notice, and the test results show that the test method is reasonable and feasible. To sum up, it is now possible to test the ability of wireless LAN devices to support IPv6 protocol in model approval.

 

2. What is the main content of the Notice?

 

The text of the Notice mainly stipulates the following: First, it is clear that the wireless LAN equipment with IPv6 address allocation function sold and used in China must apply for and obtain the model approval certificate in accordance with the relevant provisions of radio management. Second, it is clear that wireless LAN devices enable IPv6 address assignment by default, and allow users to configure their own. The third is to require model approval testing institutions to have IPv6 protocol testing capabilities. Fourth, basic telecom operators should support and encourage users to access the Internet through IPv6 wireless LAN devices, while making it clear that users can still access the Internet through other existing wireless LAN devices. The annex to the Notice gives the technical requirements and test methods of wireless LAN equipment supporting IPv6 protocol capability.

 

Third, after the promulgation of the Notice, what should enterprises pay attention to in the production, import and sale of wireless LAN equipment?

 

From December 1, 2023, when enterprises apply for wireless LAN device model approval, they must conduct IPv6 protocol capability tests in accordance with the technical requirements and test methods specified in this Notice. At the same time, from that date, the relevant enterprises should stop the production or import of wireless LAN equipment that does not meet the requirements of this Notice. However, wireless LAN equipment manufactured or imported before this date can continue to be sold and used until scrapped.

 

Fourth, after the promulgation of the Notice, what should users pay attention to when using wireless LAN equipment?

 

After the promulgation of the "Notice", it will not affect the use of wireless LAN equipment by users. The "Notice" related to the user's use of wireless LAN equipment mainly includes: First, the user's use of wireless LAN equipment should be enabled by default IPv6 function, the function should be enabled by the manufacturer when the product is shipped. The second is to retain the user's ability to configure the IPv6 function of the wireless LAN device, that is, the user can choose whether to enable the IPv6 function, and the relevant configuration method should be clear in the product description. Third, for wireless LAN devices that are not upgraded and support IPv6, users can still access the Internet normally. Operators or other units may not put forward corresponding restrictions on the use of conditions.

 

5. What specific requirements and test methods are put forward in the Notice for wireless LAN equipment to support IPv6 technology?

 

The annex to the Notice defines three basic technical requirements: First, wireless LAN devices with the public IP address assignment function must support IPv6 and enable IPv6 by default. Second, the WLAN device with the public IP address assignment function works in Layer 2 bridge mode, and the device must support transparent transmission of IPv6 packets. Third, the WLAN device with the public IP address assignment function works in Layer 3 routing mode. The device must support the assignment of IPv6 addresses to access users and the forwarding of IPv6 packets.

 

The annex to the Notice sets three test scenarios: First, the test scenario in which network devices work in Layer 3 routing mode and wireless LAN devices work in Layer 2 bridging mode. The second is a test scenario in which network devices work in Layer 2 bridge mode and wireless LAN devices work in Layer 3 routing mode. The third is the test scenario in which both network devices and wireless LAN devices work in Layer 3 routing mode. One and two are required test scenarios, and the third are selected test scenarios.

 

For each test scenario, the annex to the Notice gives the specific test method and determination basis, and clarifies the test environment, test steps, expected results and determination basis. The test results shall serve as the basis for model approval.
