为贯彻落实《国务院办公厅关于深化电子电器行业管理制度改革的意见》（国办发〔2022〕31号），根据《无线电发射设备管理规定》（工业和信息化部2022年第57号令），优化无线电发射设备型号核准证书样式和代码编码规则，工业和信息化部组织修订了《无线电发射设备型号核准证书样式》和《无线电发射设备型号核准代码编码规则》，现予发布，自2023年12月1日起施行。《信息产业部关于加强无线电发射设备管理的通告》（信部无〔1999〕363号）、《工业和信息化部办公厅关于变更无线电发射设备型号核准代码格式的通知》（工信厅无〔2009〕9号）同时废止。

内容(Content)：为贯彻落实《国务院办公厅关于深化电子电器行业管理制度改革的意见》（国办发〔2022〕31号）相关要求，根据《无线电发射设备管理规定》（工业和信息化部2022年第57号令），进一步优化无线电发射设备型号核准（以下简称型号核准）制度，近日，工业和信息化部办公厅修订发布了新版《无线电发射设备型号核准证书样式》和《无线电发射设备型号核准代码编码规则》，自2023年12月1日起施行。有关内容解读如下：

1.问：为什么要修订型号核准证书样式和编码规则？

1999年，原信息产业部印发《关于加强无线电发射设备管理的通告》（信部无〔1999〕363号），规定了型号核准证书样式以及型号核准代码格式。2009年，工业和信息化部办公厅印发《关于变更无线电发射设备型号核准代码格式的通知》（工信厅无〔2009〕9号），修订后的型号核准代码沿用至今。

近年来，随着电子电器行业管理制度改革和型号核准优化调整工作的推进，特别是2022年9月以来，国务院办公厅印发《关于深化电子电器行业管理制度改革的意见》以及我部《无线电发射设备管理规定》的相继出台，进一步明确了允许申请人自主编制型号核准代码等一系列惠企措施，有必要对型号核准证书样式和编码规则进行相应的修订。

修订后的《无线电发射设备型号核准证书样式》和《无线电发射设备型号核准代码编码规则》结合型号核准电子证照标准的制定，改进了型号核准证书样式，细化了申请人自主编制型号核准代码等的规则要求，是贯彻落实党中央、国务院“放管服”改革精神的具体举措，有助于方便企业提前安排生产计划，缩短产品上市时间，有助于加强事中事后监管，有助于加快推动型号核准电子证照的实施。

2.问：新版型号核准证书相比旧版，有哪些变化？

型号核准证书此次调整为主页加附页的形式，证书的内容相应增加，变化主要体现在：

一是新版证书中设备技术信息更清晰。随着无线电新技术新应用的拓展和融合终端设备的普及，原有证书样式难以体现相关信息；新版证书中获证单位和设备名称等主要信息体现在主页，技术参数等具体信息体现在附页，方便完整载明不同技术体制和对应的技术参数等内容。

二是新增代工企业信息。旧版证书中仅包含申请单位名称，不涉及代工企业；新证书中新增附页二，包含了设备的生产企业信息、企业属性及地址，方便申请人后续办理相关信息的变更以及开展对企业生产能力的监督检查。

三是新版证书样式符合电子证照标准相关要求，推动纸质型号核准证书加快向电子证照过渡。

3.问：型号核准代码相比原先有什么变化？

此前，我部型号核准代码格式依据《关于变更无线电发射设备型号核准代码格式的通知》（工信厅无〔2009〕9号）要求，样式为CMIIT ID：XXXXYZNNNN，型号核准代码共计10位（最长11位），其中XXXX代表年号（4位），Y代表设备类型（1位），Z代表产地标识（1位），NNNN代表序号（4位，最长5位）。

新修订的《无线电发射设备型号核准代码编码规则》将型号核准代码格式样式调整为CMIIT ID：AABCCDDDEEEE，其中CMIIT ID保持不变，型号核准代码共计12位，其中AA代表年份代码（2位数字），B代表设备代码（1位大写字母），CC代表属地代码（2位数字），DDD代表企业代码（3位，至少包含1位数字），EEEE代表自主代码（4位，首位大写字母或数字，后三位数字）。

新版型号核准代码的变化主要体现在以下几方面，一是原代码为获证后一并获得，新版代码在申请人提交型号核准申请时即提前获得；二是代码位数相比原来的10-11位增加至12位；三是代码类型新增企业代码类；四是年份代码精简至2位；五是设备代码的类型相比原有10类精简至8类；六是将原有的1位产地标识调整为2位属地代码，方便识别申请企业注册地信息；七是将原有的序号位变更为自主代码，申请人可按照规则自行编制。如23C11AA1A001，表示北京某企业（代码AA1）2023年生产的一款公众网移动通信设备，A001为该设备的自主代码。

4.问：企业如何进行自编码，有何注意事项？

根据新修订的《无线电发射设备型号核准代码编码规则》，申请人可以按照编码规则自主编制型号核准代码，企业进行自主编码时，需注意以下事项：

一是自主编制型号核准代码应当遵守无线电管理法律法规，不得违背公序良俗，也不得造成歧义。二是自主代码部分由申请人按规则自主定义生成，申请人应加强自主代码管理，避免申请时提交重复或无效的代码。型号核准申请受理后，申请人不得自行变更型号核准代码。三是年份代码为提交申请时的年份，对于申请和获证时间不在同一年度的申请，仍按提交申请时间填写。四是对于申请人放弃编制自主代码的，将由系统随机生成自主代码。五是型号核准代码在提交申请时即可获得，但实际生效依然是获证后，只有取得型号核准证书后企业方可生产和销售相关无线电发射设备。

5.问：新规发布后，原有型号核准证书和代码是否仍然有效？

新版型号核准证书和编码规则正式实施后，在证书有效期内，旧版证书和原有的代码（CMIIT ID号）依然有效，无需调整。如旧版证书需延期或变更的，申请人可按无线电管理有关规定提交申请，获得新版证书后，CMIIT ID号仍保持不变。对于新申请的设备，将按新规取得新版型号核准证书和代码。

1. Q: Why should the Type approval Certificate style and coding rules be revised?

In 1999, the former Ministry of Information Industry issued the "Notice on Strengthening the Management of Radio transmission Equipment" (Ministry of Information No. (1999) 363), which stipulated the type approval certificate style and type approval code format. In 2009, the General Office of the Ministry of Industry and Information Technology issued the Notice on Changing the Format of the Type Approval Code for Radio transmission Equipment (No. 2009), and the revised type approval code is still in use today.

In recent years, with the promotion of the reform of the management system of the electronic and electrical industry and the optimization and adjustment of model approval, especially since September 2022, The General Office of the State Council issued the Opinions on Deepening the reform of the Management system of the Electronic and Electrical Industry and the Regulations on the Management of Radio Transmission Equipment of the Ministry of China have been successively issued. A series of beneficial measures such as allowing the applicant to independently prepare the type approval code are further clarified, and it is necessary to revise the type approval certificate style and coding rules accordingly.

The revised "Radio transmission equipment model approval Certificate Style" and "Radio transmission equipment model approval code coding Rules" combined with the formulation of electronic certificate standards for model approval, improve the model approval certificate style, refine the rules and requirements of the applicant's independent preparation of model approval code, etc., is a specific measure to implement the Party Central Committee and The State Council's "control service" reform spirit. It will help facilitate enterprises to arrange production plans in advance, shorten the time for products to market, help strengthen supervision during and after the event, and help accelerate the implementation of model approval electronic certificates.

2. Q: What are the changes of the new type approval certificate compared with the old version?

The type approval certificate is adjusted to the form of the home page plus an attached page, and the content of the certificate is increased accordingly. The changes are mainly reflected in:

First, the technical information of the equipment in the new certificate is clearer. With the development of new radio technology and new applications and the popularity of converged terminal equipment, the original certificate style is difficult to reflect relevant information; In the new version of the certificate, the main information such as the name of the certified unit and equipment is reflected in the home page, and the specific information such as technical parameters is reflected in the attached page, which is convenient to completely specify the different technical systems and corresponding technical parameters.

Second, new OEM information. The old certificate only contains the name of the applicant, and does not involve OEM enterprises; The new certificate adds a second page, including the equipment production enterprise information, enterprise attributes and address, to facilitate the applicant to handle the subsequent change of relevant information and carry out supervision and inspection of the production capacity of the enterprise.

Third, the new certificate style meets the relevant requirements of the electronic certificate standard, and promotes the transition of the paper type approval certificate to the electronic certificate.

3. Q: How has the type approval code changed from the original?

Previously, the format of the model approval code of our ministry was in accordance with the requirements of the Notice on Changing the format of the Model Approval Code of Radio transmission Equipment (No. 2009) of the Office of Industry and Information Technology, and the style was CMIIT ID: XXXXYZNNNN, the model approval code is a total of 10 digits (maximum 11 digits), in which XXXX represents the year number (4 digits), Y represents the equipment type (1 digit), Z represents the origin identifier (1 digit), NNNN represents the serial number (4 digits, maximum 5 digits).

The newly revised "Radio Transmission Equipment Type Approval Code Coding Rules" adjust the type approval code format style to CMIIT ID: AABCCDDDEEEE, where CMIIT ID remains unchanged, model approval codes total 12 digits, AA represents the year code (2 digits), B represents the equipment code (1 capital letter), CC represents the territory code (2 digits), DDD represents the enterprise code (3 digits, including at least 1 digit), EEEE stands for autonomous code (4 digits, first capital letter or number, last three digits).

The changes of the new model approval code are mainly reflected in the following aspects: First, the original code is obtained together with the certificate, and the new version of the code is obtained in advance when the applicant submits the model approval application; Second, the number of code bits increased from 10-11 to 12; The third is the code type added enterprise code class; Fourth, the year code is simplified to 2 digits; Fifth, the type of device code is simplified from the original 10 categories to 8 categories; The sixth is to adjust the original 1-digit origin identification to 2-digit territorial code to facilitate the identification of the registration information of the applicant enterprise; The seventh is to change the original serial number bits into autonomous codes, which can be prepared by the applicant in accordance with the rules. For example, 23C11AA1A001 refers to a public network mobile communication device produced by a company in Beijing (code AA1) in 2023, and A001 is the independent code of the device.

4. Q: How do enterprises self-code? What are the precautions?

According to the newly revised "Radio Transmission Equipment type approval Code Coding Rules", the applicant can independently prepare the type approval code in accordance with the coding rules, enterprises should pay attention to the following matters when independent coding:

First, the independent preparation of the model approval code shall comply with the radio management laws and regulations, shall not violate the public order and good customs, and shall not cause ambiguity. Second, the autonomous code part is generated by the applicant according to the rules, and the applicant should strengthen the management of the autonomous code to avoid submitting duplicate or invalid codes in the application. After the application for type approval is accepted, the applicant shall not change the type approval code by himself. Third, the year code is the year when the application is submitted, and for applications that are not in the same year as the application time, the application is still filled in according to the submission time. Fourth, for applicants who give up the preparation of autonomous code, the system will randomly generate autonomous code. Fifth, the model approval code can be obtained at the time of submission of the application, but the actual effect is still after the certificate is obtained, only after the model approval certificate can the enterprise produce and sell the relevant radio transmission equipment.

5. Q: After the new regulations are issued, will the original type approval certificate and code still be valid?

After the new type approval certificate and coding rules are officially implemented, during the validity period of the certificate, the old certificate and the original code (CMIIT ID number) are still valid, without adjustment. If the old certificate needs to be extended or changed, the applicant can submit an application in accordance with the relevant regulations of radio management, and the CMIIT ID number will remain unchanged after obtaining the new version of the certificate. For the newly applied equipment, the new type approval certificate and code will be obtained in accordance with the new regulations.
